Tender description

Provision of a specialist consultant to maintain and operate the East Midlands Gateway Transport Model (EMGTM), executing any applications as may be required, at the direction of DCC. The EMGTM will act as a replacement to the now defunct Derby Area Transport Model (DATM). The EMGTM will act as a replacement to the now defunct Derby Area Transport Model (DATM). The EMGTM was jointly commissioned by Highways England, Derby City Council, Derbyshire County Council, Nottingham City council and Nottinghamshire County Council with support from Midlands Connect. The model that will be provided to Derby City Council under this procurement will ultimately be a cordoned off version of the wider EMGTM model. This will ensure that Derby City Council can use the model under its current Saturn user license. The wider EMGTM will continue to exist in its entirety and will be maintained by SYSTRA. The maintenance of the wider model will ensure future collaborative studies between Highways England and the authorities above are possible. The cordoned model provided to Derby City Council will be intrinsically linked to the wider EMGTM that the EM Gateway model has been developed by SYSTRA. The ‘Demand’, ‘Trip End’ and ‘Park and Ride’ models are proprietary to SYSTRA and no other company is allowed to amend or copy the coding of these models. As such, the model cannot be wholly operated by anyone other than SYSTRA. Modelling work, carried out by anyone other than SYSTRA, would still require SYSTRA’s involvement. SYSTRA will maintain and operate the wider EMGTM from which the cordoned Derby model will be provided.
