Hampshire County Council is releasing this Prior Information Notice (PIN) on behalf of Hampshire Constabulary to advise the market of intentions to put in place a provision for a Victim Engagement Portal. This PIN is also to gauge market interest and initiate engagement and dialogue between Hampshire Constabulary and parties interested in providing services. The engagement will involve a questionnaire and possibly supplier day and one to one supplier meetings. The Home Office requires police forces to conduct victim satisfaction surveys with specified victim groups and return data on a regular basis. Hampshire Constabulary currently has a number of tools to measure victim satisfaction, however this is aimed towards a three specific offence types; reaches out to a total victim cohort of 400 per month and is primarily telephone based. Results provide an indication of what is likely or not happening when supporting victims of crime and this is used to base improvement measures across the force. Hampshire Constabulary are committed to gaining feedback from the public and local communities and gather data which makes a meaningful difference to the improvement of procedures and practices. Hampshire Constabulary are keen to adapt this approach and explore new products and services across sectors. The force are particularly interested in exploring solutions which could be tailored to meet the needs of victims but have the ability to possibly work wider across the force for public consultation, this may include but not limited to IT solutions. This early market engagement is open to all potential providers for the provision of a victim engagement solution and related services and provides an opportunity for potential providers to contribute to the development of the strategy. Furthermore, this activity will assist Hampshire Constabulary in specifying their requirements, assist in identifying suitable technological solutions and gain market intelligence of how the market could meet the Force requirements.
