Energy Company Obligation (ECO) Evaluation: Household Survey

***PLEASE NOTE THAT THIS IS NOT A CALL FOR COMPETITION*** The Department for Business, Energy and Industrial Strategy had a requirement to collect evidence from households receiving a measure under ECO to fill existing evidence gaps. ECO3 is the most focused of the supplier obligation schemes to-date, with funding more narrowly targeted than previously at households who are low-income, vulnerable and at risk of fuel poverty. This focus places an increased need for BEIS to demonstrate which households receive ECO measures. Household demographics are therefore a research priority and feature strongly in the research questions listed below. As set out in the introduction section, the policy is at a key point in its development cycle. The Clean Growth Strategy has committed to funding domestic energy efficiency until 2028 at least at current ECO levels, however, the current ECO3 scheme is due to expire in 2022.
