Tender description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this procurement process for and on behalf of NHS England and NHS Improvement North West (Cheshire and Merseyside and Lancashire and South Cumbria) (the Contracting Authorities). The Contracting Authorities are procuring child health information services (CHIS) in the Cheshire and Merseyside area and separately Lancashire area. The Contracting Authorities are procuring child health information services (CHIS) in the Cheshire and Merseyside area and separately Lancashire area. The contracting authorities plan a contract start date of 1.4.2020 with a phased mobilisation of services. The financial threshold for this procurement for both lots is 20 814 533 GBP. The contract is for 5 years with the option to extend for a further 2 years at the discretion of the contracting authority and subject to satisfactory contractual and financial performance. Lot 1: Cheshire and Merseyside: the annual contract value per year is 2 024 261 GBP for the first 3 years, year 4 1 922 258 GBP, year 5 1 766 704 GBP, year 6 1 503 995 GBP and year 7 1 498 793 GBP per annum which is inclusive of 1,25 % CQUIN. The contract will be monitored in line with the service specification and NHS contract terms and conditions. Lot 2: Lancashire: the annual contract value is 1 150 000 GBP per annum which is inclusive of 1,25 % CQUIN. The contract will be monitored in line with the service specification and NHS contract terms and conditions. The open procedure will be followed for this procurement to test the capacity, capability, and technical competence of bides in accordance with Regulation 27 of the Public Contracts Regulations 2015 (SI 2015 No 102). This procurement will be conducted via the NECS e-tendering system (Proactis) as such there will be no hard copy documents issued to bidders and all communications between bidders and NECS, including tender submissions, will be conducted via the e-tendering system. The proposed contract term for this procurement is 5 years with an option to extend for 2 years subject to approval of CEG on 11.6.2019. Should approval not be given the contract term will be 3 years with the option to extend for 1 year. A clarification will be send out to advise bidders via Proactis. Under the Public Services (Social Value) Act 2021 the contracting authorities must consider: — how the proposed service to be procured may improve the economic, social and environmental well-being of the North region for which the procurement is taking place, — how, in conducting the process of the procurement, it might act with a view to securing the improvement; and — you are compliant with section 54 of the modern Slavery Act 2015. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the contracting authority relating to ‘economic, social and environmental well-being’.
