Tender description

1.2 The PDP is required to deliver FS focused Technical Assistance (TA) activities through three Components, including: a) Programme Management Unit (PMU) managing a combination of multiple rounds of competitive tenders and call for bids to disburse funds to third-party organisations and experts, and a Strategic Engagement Facility to support UK Government engagement in China; b) ad-hoc scoping and advisory services provided to the Authority; and c) a capped allocation of TA activities for the PDP to implement. 1.3 The Programme will operate between May 2019 and March 2022. The £16.5m Programme budget is comprised of a total contract value for the PDP in the range of £3.3m-£5.775m (inclusive of VAT and all applicable government taxes) and the remaining Programme budget, which is to be disbursed by the PDP via the PMU Component. 1.4 The Programme Portfolio includes a discrete workstream of activities within the Financial Inclusion Pillar focused on agricultural (micro-)insurance products, up to £3m, to be procured and managed separately to this tender, though this is subject to an ongoing planning process and may be liable to change (that could only result in an uplift to this tender value). The Programme as set out in this tender will require TA activities in all five Pillars, including Financial Inclusion.
