This prior information notice (PIN) solely relates to early market engagement. The key aim of the pre-tender market engagement is for NHS England to gather feedback from suppliers regarding the proposed approached to delivery and whether supplier deem it possible to deliver the specified services within the proposed constraints. The procurement route has not yet been determined and this market engagement will help inform the decision as to which procurement route is best suited to these requirements. It should be noted that the procurement is in its early stages and once the feedback is received a detailed procurement strategy will be developed which will determine whether to conduct a competitive process using either an appropriate OJEU procedure or whether a suitable compliant framework agreement exists under which a call-off process will be run. Suppliers should note that the issue of this PIN does not guarantee that NHS England will use an OJEU procedure. The purpose of any potential tendering opportunity arising from this PIN is to seek a supplier that has the skills, experience and knowledge to be able to support the evaluation of a programme with a focus on volunteering. Potential suppliers are likely to have experience of working with the NHS and VCSE as well as an understanding of the current evidence base around volunteering to be able to build upon and develop this and demonstrate impact, benefits, value and social return on investment across a range of different services, organisations and to communities more broadly.
