Tender description

HIE are seeking to appoint suitably qualified and experienced external, independent technical advisory support to support the HIE Space Programme, and delivery of Space Hub Sutherland in particular. This exercise is to appoint up to a maximum of 3 individuals who will be called upon to provide independent, impartial expert advice to HIE. It is expected that these services will be required from January 2020 for an initial period of 2,5 years, unless terminated in accordance with the provisions of the contract, with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the initial term. The budget currently available to cover all appointed individuals for the initial period (i.e 2,5 years) is between 120 000 GBP and 136 000 GBP (excluding VAT and T&S). The role of the technical advisory group is important to HIE’s governance around the HIE Space Programme, as it will provide continuity of advice and support to HIE as the Space Programme evolves. It is recognised that the pool of potential individuals is limited, not least by the need to ensure members do not have conflicts of interest which would impinge on their ability to independently advise HIE. For example, those providing support to HIE should not have a commercial or other relationship with any proposed or existing Launch Site Operators. Bidders should note that this requirement is for individuals, and therefore entities wishing to put forward a number of individuals must submit a separate response on PCS for each named individual.
