Tender description

Warwickshire County Council have a requirement for a framework covering the provision of building responsive and planned maintenance and improvement works. This tender is designed to enable a call-off framework to be established for building responsive and planned maintenance and improvement works. The framework will be used to provide services for Warwickshire County Council as a Landlord and to its clients where they choose to use Construction Services to spend their own funding. Warwickshire County Council have a requirement for a framework covering the provision of building responsive and planned maintenance and improvement works. This tender is designed to enable a call off framework to be established for building responsive and planned maintenance and improvement works. The framework will be used to provide services for Warwickshire County Council as a Landlord and to its clients where they choose to use construction services to spend their own funding. WCC expects to appoint 1 (one) primary supplier who will be responsible for delivering all reactive works and those works being procured via an output specification. In addition to this WCC expects to appoint 1 (one) secondary supplier who will be responsible for participating in mini-competition and subsequent project delivery if successful (such mini-competitions will only take place at the request of clients expending their own monies), and undertake any such works as required by the Authority in the event that the primary supplier is unable to facilitate these. All responsive works will be commissioned using the National Schedule of Rates (NSR). Planned works for which construction services holds the funding will be via an output specification with a non-negotiable requirement for the contractor to fully complete an associated ‘pro-forma’ providing a full and detailed build-up of costs. Planned works for which a client holds the funding will be via: (a) an output specification with a non-negotiable requirement for the contractor to fully complete an associated “pro-forma” providing a full build-up of costs; or (b) a mini-competition between the primary and secondary suppliers based upon an input specification, drawings and health and safety documentation with a non-negotiable requirement for the specification to be fully priced by the contractors. Either contractor will be required to take on the role of principal contractor as defined in the Construction Design Management Regulations 2015, where the work does not form part of a larger contract. The primary supplier (or such individuals/companies so appointed by the primary supplier) will be required to take on the role of principal designer as defined in the Construction Design Management Regulations 2015, where the work is procured via an output specification and does not form part of a larger contract. This requirement will fall to the secondary supplier in the event that the Primary Supplier is unable to facilitate works to be procured via an output specification. This Framework Agreement will be let for an initial period of 2 years, with the option to extend for an additional period of up to a maximum of 24 months. The Authority can give no guarantees as to the volume or value of business to be procured within the life of this framework.
