Tender description

Wigan Council, working in partnership with Inspiring healthy lifestyles are in the process of implementing a masterplan for Haigh Hall and Country park to regenerate the site through private and public-sector funding support. The Consultancy support services required are as follows: Lot 1: Consultation and Activity Development Planning; Lot 2: Conservation Management and Master Planning; Lot 3: Building, Structures and Landscape Design Consultancy. Each of the Lots are divided into stages, as follows: — HLF Stage One bid development (required now), — Development Stage (subject to Stage One bid development success), — Project Implementation Stage (Subject to Stage One bid development success). The Council are seeking expressions of interest via the restricted process, requiring interested parties to complete a supplier questionnaire. A minimum of 5 providers will be shortlisted for each lot to go forward to the tender stage; providers may apply for 1, 2 or all lots. A consultancy team is required to produce a consultation and engagement plan to be part of and inform the Haigh Woodland Park Phase II masterplan, Stage One HLF bid. For the stage one bid development it is expected that the consultancy team will deliver an overview of the heritage assets through a conservation statement and produce a draft landscape masterplan in liaison with the other consultancy teams and stakeholders. A multi-disciplinary team is required to lead on the assessment of the current assets within the scope of the proposed HLF bid, develop proposals for their repair and restoration inline with anticipated end uses and outline proposals for the reintroduction of key historical features within the estate.
