Tender description
Portsmouth City Council is looking to award a 4 year contract for the provision of a specialist assessment and restorative service for neighbour nuisance and antisocial behaviour. The service will be delivered by suitably qualified assessment and mediation officers and is aimed at resolving local conflict and disputes, assisting in repairing broken relationships and harm, and reducing the need for further intervention. This will be achieved by the application of restorative approaches to conflict resolution. The contract will have the provision to be extended by up to a further 3 years. The Council is aiming to award this contact on 3.1.2020 with a start date of 1.4.2020. The deadline for submission of tenders in 14.00 GMT on 8.11.2019. The procurement documents can be obtained from the Council's e-sourcing solution In-tend at the following URL https://in-tendhost.co.uk/portsmouthcc/aspx/home The objectives of the service are: — provide a restorative service to Portsmouth City Council tenants and residents, which helps to resolve local conflict and disputes and assists in repairing broken relationships and harm, reducing the need for intervention, statutory or otherwise, — to help people caught up with neighbourhood problems or antisocial behaviour to be heard and to explore with them alternative opportunities and options to legal or punitive action, — to envision, empower and equip council tenants and residents with restorative skills that help prevent conflict and its escalation. To include formal training and informal coaching and mentoring, — where appropriate to encourage council tenants and residents to discuss their issues face to face by setting up and facilitating restorative conferences and mediation meetings, — to help council tenants and residents with personal referrals to other agencies and organisations who can provide specialised support and assistance for other areas of need, — to help source resources and funding to provide practical solutions to assist in mitigating neighbourhood noise and nuisance, — to help stimulate referrals by being visible and accessible, creating good working relationships and partnerships with Portsmouth City Council Area Housing Officers, — to assist Area Housing Office Managers to create a positive, restorative workplace culture and environment. Helping also to train officers to be restorative with their tenants and clients. The service will be provided to anyone who makes a complaint about tenants and residents of homes owned or managed by Portsmouth City Council (including leaseholders) where at least one of the parties is a Portsmouth City Council tenant or leaseholder or lives in a home managed by Portsmouth City Council or as directed by the Housing Antisocial Behaviour Co-ordinator or ASB Unit Manager. Cases will be referred by council staff, using caseload management system. The service provider must ensure that suitable neutral meeting rooms are available away from the location of any dispute, but in a convenient location, for the service provider to meet with parties to the dispute where this is appropriate. The service will operate between 8.30 a.m. and 5 p.m. Monday to Thursday and between 8.30 a.m. and 4 p.m. on Friday, excluding public holidays. Appointments with clients may be required outside of these hours to suit the availability of the client. It is anticipated that the council will refer up to 300 cases per year to the service provider. The service provider must be resourced to meet this upper limit of expected demand within the tendered price. If demand increases above the limit of 300 cases per year, additional resources may be authorised by the Council at its discretion. Any additional resources must be provided at the same rates as tendered. Conversely if demand falls the council may require the service provider to adjust the resources allocated to the contract to achieve cost savings. The contract will be for an initial term of 4 years with the option to extend by up to a further 3 years to a maximum term of 7 years.
