Tender description

DFID is increasing support to family planning in Tanzania through the Scaling Up Family Planning in Tanzania programme over 5 years from 2019. By 2024, this programme will reach 240 000 additional users, provide 10 million couple years of protection and avert 6 200 maternal deaths, successfully scaling up family planning services, Comprehensive Post-abortion Care (CPAC) and management of Gender-Based Violence (GBV) in Tanzania. The programme will ensure inclusiveness and equity by reaching refugees, people with disabilities, young people and both rural and urban population. It will ensure that women are free to choose the number of children they want to have and when to have them. This is in line with Sustainable Development Goals (SDG) targets 3.7 and 5.6. The programme will take specific care to reach women below 19 years, refugees and people with disabilities. There will also be men and boys engagement at the community and health facility level. Lot 1 will operate in Kigoma region which covers at least 300 000 refugees and Katavi and Tabora regions which has naturalised citizens. Additionally, the lot will implement in up to 11 more regions, with a mix of delivery in routine, medium and hard to reach districts and regions, according to the allocation by the Government of Tanzania which will take place before the implementation phase. This lot will not cover Dar es Salaam region but urban areas in other regions they will implement. To maximise reach, provide more comprehensive impact, facilitate cross learning from each Lot and share the risk of delivery the tender was split into 2 geographical lots of up to 14 seperate regions each. DFID sought Supplier(s) to deliver a 60 month contract of up to 29.6m GBP (split evenly between Lots 1 and 2) until end August/September 2024 (Contracts are awarded in August 2019) for the Scaling Up Family Planning in Tanzania Programme. The timeframe may be extended to end August/September 2026 subject to satisfactory performance of the Supplier(s), continuing need and availability of funding, and the agreement of the Supplier(s) and DFID, utilising a negotiated procedure. There is also provision to increase the financial limit by up to a further 50 % (14.8m GBP across both Lots 1 and 2) subject to satisfactory performance of the Supplier, continuing need and availability of funding, and the agreement of the Supplier(s) and DFID, utilising a negotiated procedure. The estimated value includes all applicable taxes, and tenderers included all applicable taxes in their tenders. Please note that the estimated value of 29.6m GBP (split evenly between both Lots 1 and 2), inclusive of all extension options, represents a maximum, and DFID expected competitive tenders based on the full Terms of Reference (Volume 3 of the ITT Pack) at a lower level. The main recipients of the services are women and girls in Tanzania. Delivery will require visits to both fragile and non-fragile regions with the Supplier(s) responsible for the Duty of Care for their staff and any third party contractors. A payment by results model will be used for effective implementation of the Scaling Up Family Planning in Tanzania programme and will link to achievement of agreed KPI’s and milestones. Key Performance indicators will link delivery of targets to an agreed payment schedule. A DFID Standard Service Contract is awarded.
