Tender description

UK Research and Innovation (‘UKRI’), through it's component Research Council the Natural Environment Research Council (‘NERC’) intends to replace the roof covering to the main building at the National Oceanography Centre (‘NOC’) in Southampton. The NOC is funded by UKRI and needs to meet specific assurances and performance criteria, managing the infrastructure assets on behalf of UKRI. The replacement of the NOCS roof will directly contribute towards the UK Government’s Industrial Strategy aims and objectives by ensuring that NOC has the facilities and infrastructure which will enable it to host research work and deliver technological developments that will maintain its position as a world leader within the oceanographic community. Scientists and engineers at NOC are continuously working on the development of new and innovative technologies to aid in the advancement of scientific research undertaken in the most extreme environments. The main building is exhibiting some failings within the pitched roof coverings due to them reaching the end of their operational lifespan and incorrect installation and the existing detailing to the nodes is sub-standard, allowing water to penetrate internally. The project encompasses the removal of the existing roof tiles to be then replaced with a VM-zinc covering as well as additional works to clad over the brickwork to the abutting nodes with a similar zinc material. The investment in the NOCS roof is necessary to ensure that the facility enables this strategically important work continues. This prior information notice is being issued in order to undertake a market consultation exercise with regards to the requirements detailed above. UKRI would like to invite suppliers to attend individual engagement sessions in order to assess the market's appetite, gather intelligence and view on the approach of procuring the work. This will also provide an opportunity for suppliers to find out more about the aims of the project. The supplier engagement day will take place on 14.10.2019 at the National Oceanography Centre, European Way, Southampton, SO14 3ZH. If you are interested in attending a supplier engagement session, please confirm your attendance by emailing fmprocurement@uksbs.co.uk stating your organisation and attendee's names. Your email should have the subject heading ‘CON19011 UKRI Roof Renewal Project at NOC Southampton EOI’. All requests to attend the supplier day must be received by 16.00 on 11.10.2019. Space is limited on the supplier day, and attendance is restricted to 2 people per supplier. We request that attendance is restricted to key members of your organisation that would be able to add value to the discussions that will take place. Prior to attending site you will be issued with a draft document pack, we would request that where possible this is reviewed before attending site to ensure a productive and informed discussion can take place. The documentation that you will be provided is our indicative view on this project but is subject to discussion and change and therefore should not be seen as a final version. The key elements that we are looking to discuss will be around risk, pricing and overall strategy. UKRI may consider the information and responses received as part of the preliminary market consultation to help inform the specification and further decision making in relation to the planning and conduct of the proposed procurement.
