Summary of the work Software Developer required with extensive experience in delivering MVC applications, TDD and responsive web pages using HTML, CSS, jQuery and Bootstrap. This is an exciting opportunity to help deliver Phase 2 of a redesign project for the Managed Learning Environment for Police and Staff, providing mobile capability to all users. Specialist role Developer Expected Contract Length End of March 2020 Latest start date Monday 4 November 2019 Maximum Day Rate £500 Who Speclialist Work With The Software Developer will be working within an Agile environment and be predominately working alongside internal software developers with support from a DBA for any work relating to the database. You'll report to the Software Development Manager and will work closely with the Product Owner and Delivery Manager who will define the sprints. The sprint team will also include application specialists and designers as and when required. What Specialists Work On The College of Policing is looking for a highly skilled software developer to help deliver the Phase 2 redesign of the Managed Learning Environment available to all Police Officers and Staff. Working within an existing ASP.NET MVC architecture and NHibernate data layer (SQL Server backend DB), it will involve the development of fully responsive front-end web pages that match pre-existing design work (HTML, CSS, jQuery, Bootstrap), the writing of automated tests, creation of service layer functions, and MVC controllers, actions and view models. Skills & Experience • Extensive experience meeting W3C's WCAG 2.1 AA standard for accessibility compliance • Extensive experience of ASP.NET MVC using C#.NET • Extensive experience of building responsive web applications using Bootstrap • Extensive experience of front-end development using HTML, jQuery, JavaScript, CSS • Experience writing unit tests using MSTest and Moq • Experience using NHibernate data layers and Fluent NHibernate queries • Experience using and developing for Microsoft SQL Server • Experience of source/version control using Team Foundation Server 2017 • Experience using Visual Studio 2017 IDE and debugging tools • Experience producing front-end UI from design specifications and style guides Nice to Haves • Experience developing online learning platforms • Extensive experience working for Law Enforcement Agencies Work Location Westminster, London. SW1H 9JA Working Arrangments Full-Time onsite, Monday to Friday, 36 Hours per week. Flexible working patterns will be allowed with prior agreement. Do you have an incumbent in place? There are no incumbents currently in these roles which are new and for the purpose of supporting the delivery of the project. 2. Can you please confirm IR35 status of this role? The role is outside of IR35. Please note that when using the Digital Marketplace we are not permitted to advertise roles that are Within IR35. 3. If our person had experience of something similar to NHibernate would that be acceptable? Suppliers will be scored against the essential skills. Any supplier that doesn't meet minimum requirements within any of these areas will be excluded as per DOS rules. 4. If we only have one person to submit should we put them against each of the opportunities or will they all be evaluated together and as such only need to submit against one of the opportunities? The Digital Marketplace requires us to create a requirement for each role so we were not able to create one advert to cover all three roles. When evaluating we will have to consider each requirement in its own right so we would recommend that you bid for all opportunties to maximise your chance for success. 5. Please confirm if Security clearance NPPV2 is mandatory to apply? or will you sponsor? the application process would take at least 6 week and your start date is Mid Oct, will you consider candidates who are eligible for SC? We prefer candidates to be already NPPV2 cleared as this can impact on project timescales, however we would be willing to take them through clearance for the right candidates. We also will need to take candidates through CTC as it is part of the security requirements to work at our office that is shared with NCA. 6. Can you confirm the rate of £500/day is excluding VAT? The days rate is excluding VAT 7. When is the earliest the candidate will be able to start? We have had a review of the start date for the developers. The developers can’t start until we have given the UX designers time to do some of the design work. It doesn’t need to all be in place by the time the devs start, but we do need to a period of at least 1 month between the designers starting and the devs starting. The earliest start date therefore depends on this issue and we have decided we will accept a start date of up to the 2nd December. 8. Could you please confirm: • what version of.NET this person will be working on• whether this person will be able to work with AngularJS or ReactJS College Learn uses .NET 4.6 and there will be no work using either Angular or React within this project.
