Expert Technical and Economic Advice to Support the CRU’s Independent Review of Irish Water’s Proposed Water Supply Project, Eastern and Midlands Region

The services comprise expert technical and economic advice to the CRU to support it in carrying out a review of Irish Water’s proposed Water Supply Project, Eastern and Midlands Region further to a request from the Minister for Housing, Planning and Local Government in line with the Terms of Reference provided by him to the CRU. The open procedure is being used for this Competition. In requesting the review of Irish Water’s proposed approach to the WSP the Minister has provided the CRU with Terms of Reference for the review. The focus of the Terms of Reference is on review of work carried out by Irish Water in arriving at its preferred option and the presentation of a CRU report to the Minster regarding the findings of the review, including any recommendations arising. The Terms of Reference provided to the CRU by the Minister sets out the policy context for the review and the scope of work to be carried out by the CRU, namely: • a review of Irish Water’s approach to the project and an examination of the inputs and assumptions made by Irish Water in arriving at the proposed solution to determine if they are consistent with best practice; • an examination of whether Irish Water has given due and appropriate consideration to the key issues raised in responses received as part of its consultation process in arriving at its proposed approach; • a review of Irish Water’s approach to developing the project to examine if Irish Water has appropriately examined all relevant options, including consideration of cost benefit analysis (CBA) and requirements of the Public Spending Code regarding CBAs.
