Tender description

Why the Work is Being Done To build a user friendly College website to improve accessibility and ease of use to deliver our online services through a single interface for everyone in, and linked to policing. Our brand identity across external facing College sites needs to be consistent together with a uniform design and style to deliver a professional service. Our College sites need to be modernised and utilise modern technology to reduce the overheads of maintaining legacy systems. We need to have a MVP ready for March 2020 although we will continue to iteratively develop the site throughout 2020 and beyond. Problem to Be Solved The main site for the College is hard to navigate and understand. We want to: •Improve accessibility to College information and services •Improve website accessibility by meeting WCAG 2.1 guidelines •Provide Enterprise Search Functionality (optional work that may not proceed through this contract) •Have a consistent brand identity and look and feel •Query completion based on user behaviours and past queries •Access a rich knowledge base •Reduce duplication of content •Encourage re-use of College sites •Provide better customer service •Boost productivity by removing wasted time trawling through sites •Improve decision making •Increase user satisfaction •Improve user experience •Improve College reputation Who Are the Users Member of the public - I need to know how to contact the police so that I can report a crime. Member of the public - I need to know how to join the police so I can get a job. Police Officer - I need to learn about training and development opportunities so that I can get promoted. Content author - I need to be able to quickly and easily update content on the website so that it's relevant and up to date for our users. Early Market Engagement Work Already Done • High level specification and project details • Requirements workshops with internal stakeholders and Business representatives • 15 key themes, 156 personas and 400 user stories collated and evaluated • Website frontline user survey sent and responses assessed • Mapped DTP themes to change programme workshops to ensure alignment Existing Team The internal project team currently consists of Product Owner, Website Content designers, Project Manager, Digital Transformation Project Leads from Digital and MarComms, Business Analysts, Business Support, Application Specialists, Software Development Manager, Data Analyst and Test Manager. Current Phase Discovery Work Location Most of the team are based at College of Policing, NCA Building, Old Queen Street, Westminster, London. The supplier will be expected to spend time at this location. The supplier should be able to travel to this site as and when necessary.For user research sessions, there will be a requirement to travel to other College of Policing sites in Ryton and Harrogate. Working Arrangments Working largely off-site at supplier's location with meetings with the whole team. This is largely due to space restrictions at our office. We anticipate a mix of on-site and off-site working and would require the chosen agency to work within our London office for two to three days a week. We require a team who will fully integrate with our team, sharing their knowledge and insight; working in the open and demonstrating good agile product delivery practice. Security Clearance Security cleared personal at NPPV1 or NPPV2 or CTC as required. Additional T&Cs Skills & Experience Strong evidence of experience of website content design and architecture against a complex structure with vast amounts of information. A record of delivering digital products that bring multiple users, sites and functions into one web presence and solution Experience of planning and managing a phased roll out of new website architecture and demonstrable experience of having developed a website from alpha to beta Evidence of providing flexible digital products that can easily be updated and built upon – in terms of UX, UI, content and code – to accommodate evolving business requirements. Demonstrable evidence of transforming websites through good design. (i.e. This project will require wireframes to be created and UX designs completed from user stories) Design skills must be exceptional. Experience of facilitating user research sessions through an iterative process. Experience of identifying best fit CMS, preferably open-source possible Experience of developing and deploying Progressive Web Apps effectively using the CMS Demonstrable experience of implementing sites that meet WCAG 2.1 AA guidelines Evidence of a history of support and advice throughout projects on design, delivery and implementation Experience of working with existing backend systems, DAM’s and CMS to deliver a website whilst also improving the processes Evidence of innovation and creativity to modernise and transform websites to deliver a good user experience and build brand value, creating reliable and trusted sources of information Nice to Haves Knowledge and experience of Enterprise Search / Federated Search into the CMS search to allow for an extensive search across structured and unstructured data sources with a single query.
