Tender description

Flintshire County Council are looking to establish a framework agreement of training providers to cover training requirements under the social care workforce development programme for the Councils social care workforce and also to the independent sector with the use of the Flintshire training voucher scheme. The courses required to be delivered under this framework are as follows 1) Moving and positioning passport (2 day course); 2) Moving and positioning refresher (1 day course); 3) Medication; 4) Infection control; 5) Food safety; 6) Epilepsy and rescue medication; 7) Paediatric emergency first aid; 8) Dementia basic awareness for domiciliary care staff; 9) ‘Top to Toe’ (inc. oral health care and mouth care, diet, nutrition and hydration, food care, pressure area care and personal care and continence management). Each course will be an individual lot with providers able to bid for 1 or more lots. There will be a meet the buyer event including a tender overview from business wales at 02.00 p.m. till 04.00 p.m. on 24.9.2019 which will provide guidance on the tendering process. This event will be held at Greenfield Business Centre, Learning Zone 2, Bagillt Road, Greenfield, Holywell, CH8 7GR. This framework agreement duration will be for an initial 12 months and renewed annually for up to a maximum 4 year period, however funding will be subject to annual grant allocation through Welsh Government. The maximum duration of this framework will be until 31.3.2024 when it will expire. Within this framework, training will be commissioned through 2 routes: 1) Direct training commissioned through the WDT as part of the annual workforce development programme for social care workforce. These courses will be commissioned as far as possible at the beginning of each year, enabling clear planning for commissioners and commissioned providers to plan for the year; 2)Training commissioned through independent sector with the use of the Flintshire training voucher scheme. These vouchers are provided to independent sector providers to be used as part payment against mandatory/core training courses under the social care workforce development programme training voucher scheme. Each voucher offers a 15 GBP contribution per learner and can be used against any of the 9 identified courses. The vouchers are used by independent care providers to book staff onto relevant courses delivered through this framework. The vouchers are used to subsidise payment for the course, with the care providers then being responsible for the remaining costs of the training. Care providers can work together to request a specific training course to meet their combined workforce, to reduce the costs to the individual providers.
