Tender description

The City of Edinburgh Council (the Council) currently contract for: (i) garden clearance and minor ground maintenance works (including ad hoc general clearances); and (ii) property protection (steel screens for windows and doors and related services) for domestic properties. Two suppliers provide these services under 2 separate contracts. The Council is conducting market research to inform how it will approach procuring the service from March 2020 when the existing contracts end. The Council are considering combining 2 current contracts: — Citywide security for domestic properties, — neighbourhood low rise ground maintenance works. These will be combined under 1 contract for across Council housing areas with a new title Empty Homes: Garden Clearance and Minor Works, Property Protection, General Estates Clearance. The aim of this approach is to have 1 contractor for the external clearance works and property protection for Council empty homes and the wider estates, and a single point of contact for the locality housing teams that oversee the requirements for this type of work. The Council is looking to understand the market and the capability of suppliers who can deliver these types of services at scale through either one organisation, a consortium or the use of sub-contracting. The Council is keen to have 1 organisation to deliver efficient and responsive services to the locality housing teams. The Council has a housing stock of just under 20 000 homes and around 1 500 homes that become vacant each year. It is expected that any contract could be awarded for a period of 2 years with the option to extend for a further 2 x 12-month periods.
