Tender description
Rail for London Ltd (RfL) is inviting companies to participate in a market engagement exercise for the London Rail Infrastructure Improvement Framework Agreement. The framework will be awarded in multiple lots as defined within this PIN. RfL is holding a market engagement event(s) on the 22nd/23.9.2019 to enable RfL to engage with the market on aspects of the requirements detailed within this PIN and invite feedback on key issues and risks. If you would like to participate in this market engagement event, please visit https://procontract.due-north.com/Login and register your interest in London Rail infrastructure improvement framework agreement no later than 12.00 noon Friday 13.9.2019. All respondents will be sent further details of the supplier engagement event via the portal and asked to confirm their attendance. *Terms of the market engagement are listed below in Lot 1.1. Lot 1.1: civils infrastructure. Surveys design installation testing and commissioning of civils infrastructure works including: — repointing of masonry arches, — waterproofing of masonry arches and bridge decks, — bridge bearing replacement, — bridge deck replacement, — improvement of drainage system in bridges and station buildings, — painting of steel structures, — replacement of station platform floor slabs and nosing slabs, — replacement of station stair treads, — installation of new glazing panels and enclosures at stations, — replacement of damaged/worn finishes on cladding and door furniture and installing new bespoke doors, — replacement of fire doors at building and tunnel cross passages, — replacement of old polycarbonate canopies and delaminated glazing at stations, — extension of station canopies, — extension of signal equipment rooms, — replacement of building roofs, — upgrading welfare facilities at buildings, — installation of new tiling and cladding to station walls, and — installation of noise barriers, boundary fencing, handrails and maintenance access systems. *Terms of the market engagement. RfL will manage this process in an open and transparent manner. Interested parties will not be prejudiced by any response or failure to respond to the market engagement exercise. Direct or indirect canvassing of any employee or agent of RfL, TfL or any TfL group company by any company concerning this requirement, or any attempt to procure information from any such employee or agent concerning this PIN outside of the formal process described in this document may result in the disqualification of the company from consideration of any future procurement activity. This PIN is issued solely for the purposes of the market engagement. No information contained in this document or provided during and for the market engagement exercise, constitutes any commitment by RfL, TfL or any other member of the TfL group or any of its or their stakeholders to undertake any procurement exercise in the future. This PIN does not constitute a call for competition to procure any services, supplies or works for RfL and RfL is not bound to and may or may not adopt or include any proposals offered by participating parties in any future procurement. Participating suppliers acknowledge and agree that proposals offered may be communicated to other participating parties and tenderers in any future procurement. RfL is not liable for any costs, fees or expenses incurred by any party participating in the market engagement. Any future procurement of any services, supplies or works by RfL will be carried out strictly in accordance with the provisions of the Utilities Contracts Regulations 2016. A market sounding questionnaire is available for download on the Procontract Portal. Please note: attendance or non-attendance to the market engagement event will not preclude or disadvantage/advantage any suppliers’ ability to participate in any future procurement activity. Lot 1.2: high voltage. Surveys design installation testing and commissioning of works to HV assets including: — upgrades and replacements of HV switchgear, transformers and rectifiers and associated works including new cable routes and remove electrical buildings to house track paralleling huts and HV switchgear, — DC traction cable installation including track isolations switches and DC switchgear; SCADA, and — substation upgrades and associated works. Lot 1.3: telecoms. Surveys design installation testing and commissioning of works for replacement or upgrades to life expired telecoms systems including and equipment including cabling and discipline specific hardware for revenue systems, ticketing, public travel information and emergency systems, radio systems, SCADA. The works may include associated works such as new cable management systems for LV and specialist cabling related to communication assets and works for refurbish and install specific equipment rooms. Lot 1.4: mechanical and electrical. Surveys, design, installation testing and commissioning of works for: 1) LV renewals including: — LV Panel replacement, — emergency lighting — centralised UPS systems, — life expired distribution board replacement, — small power 110 V — 230 V, — replacement of life expired cabling, — containment management systems; BS7671 18th edition compliance; 2) Lighting renewals including: — LED lighting, — lighting control, — replacement of life expired cabling, — containment management systems, — BS7671 18th Edition compliance; 3) Fire alarm systems including: — replacement of analogue fire alarm system to open protocol digital systems, — CO2 suppression replacement/removal, — containment management systems, and — BS7671 18th edition compliance. Lot 1.5: civils track. Surveys design installation testing and commissioning of works for upgrades or replacement of track infrastructure assets: including: — plain line, — track fixings, — switches and crossing, — track slab construction, — DC collector, — shoe gear protectors, — conductor rail, — track levelling, — and track signage. This is Lot 1.6 multi disciplinary building and civils infrastructure improvement works between 50 000 GBP and 4 000 000 GBP. Typical work packages will include the following works between the thresholds listed above: — design, build, modification of civils/structures/platforms (outside stations and train depots), — design, build, modification of stations, and stations buildings, — high voltage and low voltage mechanical and electrical works, — the repair, renewal, modification and install of station and depot comms, — track renewal and minor track works. The work packages may include detailed design stage through construction and commissioning, scheme handback and project closeout, however the staged contracting model provides the flexibility to award both design and build, and build only. This is Lot 2 major infrastructure improvement works between 4 000 000 GBP to 40 000 000 GBP. Typical work packages will include the following works between the thresholds listed above: — design, build, modification of civils/structures/platforms (outside stations and train depots), — design, build, modification of stations, and stations buildings, — high voltage and low voltage mechanical and electrical works, — the repair, renewal, modification and install of station and depot comms, — track renewal and minor track works. The work packages may include detailed design stage through construction and commissioning, scheme hand back and project closeout, however the staged contracting model provides the flexibility to award both design and build, and build only.
