Tender description

A breakdown of the main areas of the proposed contract is given below. See attached specification/scope for full details. — structures including bridges, retaining walls, culverts, underpasses, — pavement surfaces including carriageways, footways and footpaths and anti-skid (planned works and large patches), — drainage systems on carriageways, footpath/footways and ditches, — traffic management, — street furniture, — traffic schemes, — emergency and non-emergency response (reactive works), — road markings, — resource (contractors plant, operatives, vehicles, etc.), — professional services, — ad-hoc, request only, ground maintenance, — planned/scheduled gully cleansing. The London Borough of Merton seeks expressions of interest from suitably qualified contractors for the provision of highway works and service contract within the borough. The contract will be for an initial 7-year period with option to extend for an additional 3 years subject to satisfactory performance. The procurement option used is the restricted procedure. It is a 2 stage process, with the first stage comprising of compliance and selection criteria and the second stage — award stage, comprising of weighted quality statements and price. The award criteria (quality and price) is weighted as 40 % quality and 60 % price. Only selected tenderers who have been deemed successful in the first stage will be taken to the next stage. A minimum of 5 and maximum of 6 highest scoring tenderers will proceed from the first stage (selection stage) to the second stage (award stage), except where the number of interest is less than 5 or multiple tenderers have same scores.
