Tender description
Summary of the work Home Office requires a supplier/consortium to build a set of processes and supporting user interfaces to implement regulatory compliance and legal oversight processes under the Investigatory Powers Act 2016. We intend to use an open source business process management tool and record the processes as Business Process Model and Notation. Expected Contract Length 2 years, with the potential extension up to 6 months for exit assistance / transition. Latest start date Monday 16 December 2019 Budget Range Up to £2.79m Why the Work is Being Done The Home Office is seeking to replace an intelligence capability that is vital to the UK Law Enforcement Community. The legacy solution used for the management, storage and analysis of intelligence is a large monolithic application. The replacement capability will be developed using a multi-vendor supply chain within a modular framework based on a Service Oriented Architecture (SOA) that delivers greater speed of change and reduced operating cost. Problem to Be Solved The Authority is seeking either an individual supplier or consortium that can use evolutionary development techniques to elaborate an existing set of processes and requirements in conjunction with Design and Architecture (D&A) team and end users. The supplier will also build the software components required to implement the capability within a multi-vendor environment. Within the environment, capabilities will be built as combinations of apps and services integrated with a common framework. Who Are the Users The primary users of the Themis system will be from Law Enforcement, including operational users (e.g. intelligence officers and operations managers) and business users (e.g. system administrator or inspectors). Indicative examples of user needs include: - As an intelligence officer, I need to request a modification to a warrant (under the IPA 2016), so that I can get the correct authorisations in response to a change in the operational situation - As an operations manager I want to submit a warrant application (under the IPA 2016) to review so that it can be appropriately checked before submission Early Market Engagement None. Work Already Done The D&A team have conducted significant user engagement across all stakeholder organisations to define user requirements. These have been captured as a business capability map, key capability concepts, user stories (capturing functional requirements), user journeys and scenarios. The technical and (User Interface) UI Framework providers will deliver a process engine and identity provider solution along with UI guidelines and app development (software development kit) SDK. The D&A function has identified a candidate set of processes and opportunities for re-use and composition within the subsystem; we would seek to collaborate and develop this aspect with the successful supplier. Existing Team The Authority is supported by a D&A function which includes: - A product owner; - A business analysis team; - An architecture team. The other suppliers already selected or planned for selection via competition to build the Themis solution are as follows: - Set 1: Framework and DevOps pipeline (early stages of development) - Set 2: Operations and Intelligence Management (supplier chosen) - Set 3: Process and Oversight (this Set) - Set 4: Analysis and Nominals (running in parallel to this Set) - Set 5: Data Transformation, Migration and MI (procurement in process) - Set 6: UI Framework (supplier chosen) Current Phase Alpha Skills & Experience • Demonstrate experience of delivering solutions within the Law Enforcement or Intelligence domain. • Demonstrate experience of elaborating and designing business processes using Business Process Model and Notation (BPMN). • Demonstrate experience of delivering software that implements BPMN processes. • Demonstrate experience of developing modern UX/UI for forms. • Demonstrate experience of incremental delivery within a SOA/microservice-based architecture. • Demonstrate experience in the complete evolutionary software development lifecycle including testing and deployment. • Demonstrate experience of working in an Official Sensitive environment. • Have a suitable location and technology to support Software Development at Official Sensitive. Nice to Haves • Demonstrate experience in warrantry and authorisations processes within the Law Enforcement or Intelligence domain. • Demonstrate experience of delivering software that implements BPMN processes using Camunda. • Demonstrate experience of delivering solutions with rigorous audit and inspection requirements. • Demonstrate experience of delivering within a scaled version of agile e.g. SAFe. • Provide evidence of successful collaborative delivery of an integrated solution where there were dependencies on other supplier teams. • Provide evidence of recent successful delivery of technology into the Law Enforcement or Intelligence domains. Work Location It is anticipated that development activities will be conducted from the suppliers own location. Some non-development members of the suppliers team will be required to work from locations in proximity to the Home Office (2 Marsham Street) in London on a regular basis for coordination activities. Work may be required at other locations nationally from time to time. Working Arrangments Suppliers are required to participate in collaborative planning and delivery involving the wider Themis supply chain for each programme increment using a tailored SAFe approach. This will require some members of the team to work in proximity to the Home Office (2 Marsham Street) in London on a regular basis, and some development activities will be conducted from the suppliers own location. For data migration it will be necessary to undertake some work at customer sites across the UK due to the classification of the material. Security Clearance SC level clearance is required as a minimum for staff working under this contract or any subcontracts. The supplier must have a location and technology to support development up to and including Official Sensitive. Additional T&Cs 1. Unless agreed, Home Office will retain ownership of the Intellectual Property Rights (IPR) created during the contract. 2. Travel and Expenses will not be paid within the M25. In line with Home Office T&E Policy we will pay T&E outside of the M25 where such travel agreed in advance with HO. 3. Key Supplier staff included in proposals will be expected to work on the contract. 4. Home Office reserves the right to agree fixed price Statements of Work when it is deemed prudent; the Supplier shall not unreasonably withhold its agreement to such requests. 5.
