This prior information notice is not a call for competition nor a part of a formal procurement process. The main aim of this prior information notice is to raise market awareness of a future requirement and to invite interested suppliers to attend an early market engagement event on 16.9.2019. If you are interested in attending the early market engagement event on the afternoon of 16.9.2019 please send a message to the project team via the ProContract portal as soon as possible providing the name(s) and job title(s) of up to a maximum of two (2) people to attend on behalf of your organisation. Please note that places are limited therefore they will be allocated on a first come first serve basis. Please also note that the deadline for booking to attend the early market engagement event is 11.9.2019. This prior information notice is being issued by Transport for London (TfL) on behalf of the Greater London Authority (GLA). II.2.13) Information about European Union funds: Is the procurement related to a project and/or programme financed by European Union funds? — Yes Please identify the project — GLA 81353 — RE:FIT London Programme Delivery Unit. The RE:FIT London Programme Delivery Unit will be jointly funded by the GLA and The European Regional Development Fund (ERDF). The GLA is currently planning to undertake a procurement to appoint a single supplier for the provision of a multi-disciplinary technical assistance team, referred to as a Programme Delivery Unit (PDU), to take on the responsibility for providing specialist advice and services to deliver the RE:FIT London Programme (2019-2022). The RE:FIT programme is part of the mayor’s 34 000 000 GBP Energy for Londoners (EfL) programme and has been in existence for 10 years. As set out in the Mayor’s London Environment Strategy, EfL aims to make London’s homes warm, healthy and affordable, its workplaces more energy efficient, and to supply the capital with more local clean energy. RE:FIT enables a range of organisations, including local authorities, schools, universities, government departments, hospitals, leisure centres and museums, to implement retrofit projects and achieve large carbon and energy savings. It does this by providing: — the RE:FIT framework of suppliers, which saves time and resources for organisations seeking to procure retrofit works and guarantees energy savings, — 2 expert teams (one specific to London and 1 covering the rest of England and Wales) which provide the end to end support needed to get projects up and running and successfully implemented. This PIN is to raise market awareness of the future requirement of the London expert team (the PDU) only. The RE:FIT London PDU will be jointly funded by the GLA and the European Regional Development Fund (ERDF). The new RE:FIT London PDU (2019-2022) will build on the current phase of RE:FIT (phase three) which has been delivered by Turner and Townsend since April 2016. More information on RE:FIT can be found on the GLA website: http://www.london.gov.uk/refit In summary, the RE:FIT London PDU would be required to: — grow the pipeline of organisations signing-up to RE:FIT through business development and acquisition in order to meet KPIs, — provide end to end support to these organisations through expert technical assistance: benchmarking, ITT preparation, tender support, client support, etc to realise energy and carbon savings on these projects to meet KPIs, — develop and provide associated support, such as help in unlocking finance and funding, delivering additional services and arranging additional specialist input, — provide strategic direction to the programme and operational management, — provide excellent data collection for the programme through the provision of a programme management office and delivering on reporting requirements to the GLA and ERDF, — lead on marketing, press and communication activities for the programme, — pilot support for the commercial sector. An overview of RE:FIT and the roles and responsibilities of the PDU will be provided at the early market engagement event on 16.9.2019. The estimated value of a 30 month contract is 2 400 000 GBP to 3 000 000 GBP. Please note II.3) Estimated date of publication of contract notice is an estimate. The contract notice is not guaranteed to be published on this date and at this stage there is no guarantee that this prior information notice will lead to subsequent procurement activities for this requirement.
