Tender description
Portsmouth City Council — the 'Authority' — is embarking a pioneering major regeneration programme of works to transform the Tipner Peninsula. The Authority currently forecasts a target completion in May 2028 at a land, construction and financing cost of 1 300 000 000 GBP. The Authority is targeting submission of completed masterplan by spring 2022 and to commence works on site in summer 2023. The Authority is keen to engage with market leading developers, housing providers, contractors, operators, consultants and suppliers. To this end the Authority will be holding an industry day on 18.9.2019 at the INEOS Team HQ, The Camber, Portsmouth, PO1 2JJ. To accommodate the high level of interest anticipated the Authority will hold a morning (09.30 — 12.00) and afternoon (13.00 — 15.30) session on the day. Portsmouth City Council — the 'Authority' — is embarking a pioneering major regeneration programme of works to transform the Tipner Peninsula and deliver: — significant land reclamation providing 2,250M of waterfront — 'Green travel' over water bridge link between Tipner West and Horsea Island, — over 4 000 innovatively designed residential homes, — 1 000 000 square feet of marine employment land use, — retail, hotels, leisure and school. The most ambitious expansion to the city of Portsmouth in over a century, Tipner Peninsular is being transformed into an exemplar maritime community setting a new standard for sustainable living and working. Building on the traditions of Portsmouth’s thriving maritime history, Tipner is to become home to a vibrant and innovative enterprise district. Its design redefines the relationship between sea and land and promotes a greener, walkable, new district for the city, with health and well-being at its core. To achieve a truly sustainable future for Tipner West, the Authority will be actualising its concept of future living, creating a community that will engage with its natural environment. Access to water and green areas will be a key feature. 'Greener and cleaner' living will include a car-free, curbless habitat, promoting health and well-being to the entire community and setting the bar for future developments. The Authority also recognised a unique and incredible opportunity to optimise the potential of Tipner West by creating high quality marine employment, with modern technology at the forefront. This will enable Portsmouth to become a market leader and national beacon within a highly specialist and profitable industry. To date the Authority has commissioned Savills to manage a multi-disciplinary team, made up of Marina Projects, WSP and Gensler, to progress the planning phase of the programme. In addition to this the Authority has appointed ECD Architects to develop a 3D BIM model. The Authority currently forecasts a target completion in May 2028 at a land, construction and financing cost of 1 300 000 000 GBP. The current outline programme is as follows: — Partner consultation will take place from September 2019, — the first stage of the masterplan will be completed and produced in December 2019, — public exhibition and consultation #1 early 2020, — public exhibition and consultation #2 early 2021, — the completed masterplan should be submitted in spring 2022, — the Transport Work Acts Order (TWAO) should be completed in spring 2023, — we hope to commence work on site in summer 2023. The Authority is keen to engage with market leading developers, housing providers, contractors, operators, consultants and suppliers.
