Tender description

Health education and improvement Wales (HEIW) was established on 1.10.2018. It is a special health authority within NHS Wales created by bringing together three key organization’s for health – the Wales Deanery, NHS Wales’ Workforce education and development services (WEDS), and the Wales centre for pharmacy professional education (WCPPE). HEIW, a sub-contractor of the Quality skills alliance consortium (QSA), is accredited by city and guilds to deliver the level 2 NVQ certificate in pharmacy service skills (QCF) and Level 3 NVQ diploma in pharmacy service skills (QCF), working with candidates in both the managed sector and in community pharmacies across Wales. HEIW require a contractor to provide the BTEC Level 3 diploma in pharmaceutical science to all pre-registration pharmacy technicians registered with HEIW. The pre-registration pharmacy technician programme offers: — an accredited programme delivered by skilled and experienced pharmacy practitioners, — facilitated training session to enhance professional development, — access to regular support via network of assessors, — full access to additional learning resources via our eLearning platform, — single point of contact for all queries. HEIW require a contractor to provide the BTEC Level 3 diploma in pharmaceutical science to all pre-registration pharmacy technicians registered with HEIW. Pursuant to the Public Contracts Regulation (PCR) 2015 a negotiated procedure without prior publication will be followed. Buttercups Training Ltd is the only provider in the market that is able to deliver pharmacy technician training courses to meet the requirements of HEIW, which is, the delivery of the BTEC diploma and the NVQ assessment as separate elements. The level 3 training programme requires a provider who is able to deliver the BTEC training programme as a standalone qualification. The reason for this is that HEIW is an approved city and guilds NVQ Centre able to deliver the NVQ component of the level 3 training programme itself. HEIW requires a provider who is able to allocate NVQ assessors to work as part of the HEIW NVQ Centre and not a provider who can only deliver a blended BTEC and NVQ qualification.
