Why the Work is Being Done In the current model, DVSA administers the theory test, in line with UK and EU legislation, and maintains a layer of contract management and operational support for business as usual activity and exceptions and escalations for the outsourced service. There will remain a need for a theory test after the UK’s exit from the European Union as a mechanism for delivering road safety outcomes, which are an integral part of DVSA’s responsibility; however, DVSA has decided that the way in which the service is delivered will be transformed from September 2021 when the current contract expires.
