Tender description

Wigan Council, working in partnership with inspiring healthy lifestyles are in the process of implementing a masterplan for Haigh Hall and Country park to regenerate the site through private and public-sector funding support. The consultancy support services required are as follows: Lot 1: Consultation and Activity Development Planning; Lot 2: Conservation Management and Master Planning; Lot 3: Building, Structures and Landscape Design Consultancy. Each of the lots are divided into stages, as follows: — HLF stage 1 bid development (required now), — development stage (option to be taken up subject to stage 1 bid development success), — project Implementation Stage (option to be taken up subject to Stage One bid development success). The lot 1 consultancy team is required to produce a consultation and engagement plan in support of the stage one bid. The Consultation and engagement plan will deliver the following outputs within the scope of the proposed NLHF bid: — provide a framework for consultation and engagement. Audience engagement will be around 3 principle areas of park development: natural environment, built heritage, cultural development (including events), audiences will be divided into ‘existing’ and ‘new’. The framework will include: aims and objectives, sample tables (where appropriate), defined methodologies and reporting, — existing audience engagement, taking advantage of existing stakeholder groups. To work alongside Haigh Woodland Park management team in delivery of engagement activity, — new audience engagement. Using a valid sample, employ activity to gain an outline understanding of user profiles and expectations for the park’s future development, — provide informative audience reports for management and in support of master planning, — set out the nature and range of proposed activities that will enhance the access to and interpretation of heritage within the park. The consultancy team is required to produce a conservation statement in support of the stage one bid. The conservation statement will deliver the following outputs within the scope of the proposed NLHF bid: — identification of all heritage assets, — brief assessment of historical significance, — assessment of current condition, — why the heritage matters and to whom, — what is happening to it, and — a chronological journey, detailing the development of the park. The full scope of works required from the consultancy team is summarised below: — completion of conservation statement and draft masterplan, — attendance at key meetings of the project team, in particular the sub group leading on the review and development of the Park assets, — co-ordination with the appointed consultants leading on the activity development planning, building, structures and hard landscape and landscape design to ensure a co-ordinated approach in the development of the masterplan and bid. The scope of works required from the consultancy team is summarised below: — initial non-intrusive condition surveys for the following assets Footpath network within the boundary of the estate: —— plantation gates and lodges, —— bothy buildings and surrounding area (within former zooyard), —— walled Gardens, —— swan pond, —— ornamental pond, —— former model village. — outline repair, restoration and development proposals for the following assets to RIBA stage 1 including outline M&E and landscape design proposals: —— footpath network within the boundary of the estate, —— plantation gates and lodges, —— Bothy buildings and surrounding area (within former zooyard), —— walled gardens, —— swan pond, —— ornamental pond, —— former model village. — outline new build proposals for the following to RIBA stage 1: Historic greenhouses (located adjacent to ornamental pond) —— cost plan models for the repair, restoration, development and new build proposals, —— outline landscape designs proposals as part of an overall masterplan to RIBA Stage 1 including the walled gardens and arboretum, —— building on the existing work developed by the forestry commission, a copy of which to be made available, develop a woodland management plan with outline proposals and costings to implement the proposed management plan, —— attendance at key meetings of the project team, in particular the sub group leading on the review and development of the park assets, —— co-ordination with the appointed consultants leading on the conversation management plan and masterplan to ensure a co-ordinated approach in the development of the masterplan and bid.
