Tender description

Perpetration and distribution of meals to Clwyd Alyn schemes across North Wales. ClwydAlyn is a Registered Social Landlord with properties throughout North Wales. In its portfolio are 12 Nursing, care and extra care facilities in locations from Wrexham to Holyhead. ClwydAlyn and Flintshire County Council wish to work in partnership with a suitable organisation to provide a hub to produce the meals for these facilities. It is anticipated that around 200 000 meals will be produced and delivered each year. The service will also work on behalf of Flintshire County Council to support its schemes to provide meals to children during school holiday periods. This may in future be expanded to cover other areas for which the council has responsibility. It is likely that this will be done through a joint venture to provide value for money meals with a balanced nutritional value. The joint venture will procure quality local food and manage the relevant supply contracts. It is expected that there will be savings through the centralised procurement and that these will be passed on to the residents to reduce their expenditure on food. The partner will prepare the food at a central hub, and distribute main meals and any related raw ingredients to be served/reheated/cooked at the different homes. The hub should be located in North Wales with local employment opportunities offered. It is expected that the partner will also provide additional services to support ongoing work on food poverty, by, for example providing discounted healthy meals to tenants of our other properties and staff, training opportunities for local people and develop contacts with local groups to encourage community involvement. The partner should be a social (non-profit distributing) enterprise specialising in the provision of affordable meals which are more nutritious and healthy than readily-available alternatives. The partner must have experience in providing large numbers of cooked meals, delivery management to clear deadlines, an understanding of the importance of nutrition in a care/community setting and providing better quality, healthier and affordable food for those in food poverty. The partner must have a demonstrable desire to support communities in North Wales. It is envisaged that the service would commence in September 2019. Should the project prove successful we would work with the partner to grow the offering beyond ClwydAlyn’s own facilities/tenants, for example to other registered social landlords, local authorities in North and Mid Wales and by selling food directly to the public. This may involve forming a further joint venture with the partner to provide such services, or have the above organisations join this proposed joint venture.
