Tender description
Who Speclialist Work With -Working with managers within the Legalisation Office who have experience of apostille process, but limited technical knowledge. -Working with Digital Transformation Unit, Technology and Transformation team, the Consular network overseas, the Senior Reporting Officer and independently with minimum supervision. -Working with the CASEBOOK (our current case management system) review team to establish whether the two projects can feed into each other. -OGD's to understand any existing products/programmes used to digitally sign documents What Specialists Work On -Complete research project into electronic appostille (e-app). -Conduct user research to identify need from customers. -Liase with foreign goverments to identify how they implemented e-app and their lessons learned. Use this research to map out the business process best suited to our office. -Work with suppliers of our current case management solution to identify how e-app will work with their systems (rather than completeing a full technical scoping). If needed, then identify other software packages currently used for the e-app system, providing recommendations on suitability. -Prepare a report with recommendations, risks, timescales and deliverables (and where possible, costs). Where the Work Takes Place Central Milton Keynes with some travel to Westminster Office and other Embassies/High Commissions in Central London. Possible one off travel to Madrid/Brussels for research. Early Market Engagement -Some user/stakeholder feedback suggests that e-app would be well received. The FCO is currently undertaking research into user needs on legalisation casework. The BA would work with the Customer Insight team to determine if there is a need for more user research. -Government has a Digital by Default policy and this is the next step for the legalisation process. The Legalisation Office conducted reserach several years ago and concluded at that time the project was not viable, but implemented phase one (Verify Apostille) of a two phase process. -The Legalisation Office already has some points of contact in countries currently using e-app. We have spoken with the New Zealand authorities already and have taken their experience on board. It will be important for the BA to engage with other countries via our network of contacts. -If successful, the FCO will become the largest provider of the electronic apostille service globally. Working Arrangements As above, onsite regularly for attendance at meetings in Milton Keynes but option to work flexibly around this. Requirement to attend occasional meetings in London office to work with the Consular network. 2 days a week in the office, minimum requirement. Work Location Central Milton Keynes with some travel to Westminster Office and other Embassies/High Commissions in Central London. Possible one off travel to Madrid/Brussels for research. Security Clearance SC clearance is required for all staff working on FCO premises. We can arrange SC clearance if the Business Analyst does not hold this level of clearance currently. Additional T&Cs Standard Contract Skills & Experience Give examples of project management using Agile or PRINCE2 (or equivalent) at Practioner level making clear, pragmatic and manageable plans using project management disciplines Give examples of working on UK Government or private sector digital programmes and IT systems Evidence of user centred design and the importance of user research Strong track record of capturing, analysing and prioritising requirements for digital solutions using robust business analysis with the ability to identify interdependencies and suggest improvements Excellent written and oral communication skills with examples of presenting at Board level and translating technical concepts Ability to influence at all levels and extensive experience of tailoring messages to audience (including non-technical and senior staff) Example of high quality options analysis (i.e. analysing and evaluating data from various sources to identify pros and cons to assist decision making or business case development) Experience of presenting analysis and outcomes which stand up to scrutiny by senior management and Boards Facilitating workshops with key stakeholders to define requirements and analyse feedback provided Working in multidisciplinary teams and with other suppliers to understand requirements Drawing together and presenting reasonable conclusions from a wide range of incomplete and complex evidence and data – able to act or decide even when details are not clear Evidence of questioning and challenging the value being delivered through IT systems and applications and challenging any gaps Ability to provide timely and accurate reports to the SRO, project boards and stakeholders An understanding of IT Security and data protection rules. Able to respond to the unexpected and present well evidenced arguments to senior leaders Ability to interpret policy Experience of working in line with GDS Service Manual standards and knowledge of wider industry-standards; Evidence of using user research to inform user-friendly digital services; Awareness of data management and security; Experience of communicating with both technical and non-technical audiences, influencing senior management and a strong ability to grasp their business challenges.
