HS2 Ltd is intending to procure a Framework Agreement for the provision of land referencing services. The Framework Agreement will be utilised to ensure that appropriate legal notices are served at the right time to land owners on behalf of the Secretary of State (SoS), in order to support land acquisition for the HS2 programme. In order to meet HS2 Ltd's land referencing requirements, a framework is to be procured to both consolidate the delivery of the entirety of HS2 Ltd's organisation-wide land referencing requirements, and to replace existing agreements which are due to expire. The purpose of this Prior Information Notice (‘PIN’) is to issue a pre-market engagement questionnaire to understand the level of appetite within the market, and to gain feedback on the proposed contracting strategy for the framework. It is anticipated that the land referencing services framework will consist of up to 6 suppliers and will be placed for an initial period of 4 years with the option to extend for a further 4 years, in single or multiple fixed terms. The strategic purpose of HS2 Ltd’s Land and Property (L&P) Directorate is to acquire and manage the right land and property, at the right time, in the right way at the right price, ensuring HS2 Ltd are delivering value for money for tax payers and are being a good neighbour to the people and communities the HS2 project impacts. In doing so, the L&P Directorate will deliver the largest land referencing and acquisition programme in more than 70 years, managing tens of thousands of land and property records, thousands of land parcels and hundreds of stakeholder groups. This work is a key enabler to the successful construction of the HS2 project. It is therefore of high importance that HS2 Ltd provide the best possible customer experience to all stakeholders, ensuring that landowners: — are identified at the earliest opportunity, — are engaged early, and — receive clear information through notices to assist them through the referencing process. In order to replace existing agreements which are due to expire and to consolidate the delivery of the HS2 Ltd’s programme’s land referencing requirements following such expiry, HS2 Ltd is seeking to procure a land referencing services framework Agreement with multiple suppliers. The Framework Agreement will be established as a HS2 Ltd wide arrangement, covering Phase One, Phase 2a and Phase 2b land referencing requirements. The prime aim of the suppliers under the Framework Agreement will be to ensure that appropriate legal notices are served at the right time to land owners on behalf of the SoS, in order to support land acquisition for the HS2 programme. Suppliers systems will be required to interface with HS2 Ltd’s systems, providing regular updates to industry standard systems (such as ESRI ArcMap, Bentley eB, Microsoft Sharepoint, and Primavera P6), as well as proprietary systems built by HS2’s IT team, using SQL Server and Oracle. Data will also need to be exchanged in a variety of formats e.g. from xls and xml to web services. Services to be procured from the Framework Agreement and delivered by the suppliers, may include services listed in below (but not limited to): — completion of referencing enquiries in advance of service of notice, — re-referencing of all interests within Phase 2b for preparation and service of notices under parliamentary powers given to HS2 Ltd, — re-safeguarding of land affected by the scheme following passage of parliamentary Bill through the House of Commons, — support for implementation of homeowner protection zone scheme at Royal Assent, — close out of remaining access agreements through expiry or termination, — completion of the acquisition of land, subsoil and/or rights over land by compulsory means, — completion of service of notice for entry to land for surveys and investigations, and — registration of title to land.
