Bulk Charges for New Appointments and Variations Regime (NAVs) in the Water Industry in E&W

Tender description

The overall objectives of this project are to produce: 1. An evaluation, reporting on incumbent water companies' current approaches to setting Bulk Charges for NAVs in England and Wales and the effectiveness of Ofwat's 2018 Bulk Charges Guidance. (Draft by October 2019) 2. A methodology, developing Ofwat's bulk supply charging methodology with regard to monitoring Bulk Charging in England and Wales. (Draft by December 2019) 3. A final report, incorporating the final evaluation and methodology, and recommending practical steps that Ofwat could take to increase effectiveness of its Bulk Charges Guidance. (Draft by January 2020; final by February 2020) 4. Any other areas the Supplier may identify that is not listed above, the scope and price of which to be agreed in advance with Ofwat. The discrete pieces of work 1-3 must be all be completed by their respective dates with the overall deadline of 31 March 2020. More information can be found in the Invitation to Tender (ITT).
