Blackburn with Darwen Borough Council (BwDBC) has recently been advised that one of the key digital service platforms providing transactional digital services to both employees and citizens is being made ‘end of life’ by the supplier. The Council rather than looking to replace this solution in silo has launched a digital transformation programme that will ensure our Customers, Borough and Workforce have the tools and skills to enable all to engage and interact with Council Services and Partners digitally and conveniently. The Council’s vision is to develop a continually evolving application estate enabling the easy sharing of information across business areas within the council and with partners. An estate that provides shared capability across functional areas where one solution can be consumed by multiple services. The Council is seeking to undertake soft market testing to see if our vision is achievable in the form of an initial questionnaire for potential suppliers to complete regarding our vision, followed by a series of meetings with shortlisted suppliers (the Council envisages that meetings will take place with circa 10 suppliers based on their responses). If you wish to take part in the soft market testing exercise please can you express an interest via the Council's e-tendering portal www.the-chest.org.uk by no later than 5:00 p.m. on Monday 22.7.2019. By expressing an interest through the Chest this will give you access to the Council’s vision statement for the programme and the questionnaire to be completed.
