Tender description

Surrey County Council (SCC) is implementing an ambitious transformational programme to deliver a Community Vision for Surrey in 2030. We want our county's economy to be strong, vibrant and successful and Surrey to be a great place to live, work and learn. A place that capitalises on its location and natural assets, and where communities feel supported and people are able to support each other. Our ambitions for our place are: — residents live in clean, safe and green communities, where people and organisations embrace their environmental responsibilities, — journeys across the county are easier, more predictable and safer, — everyone has a place they can call home, with appropriate housing for all, — businesses in Surrey thrive, — well connected communities, with effective infrastructure, that grow sustainably. SCC is exploring options for delivery of highways maintenance, construction and design services and as such will be engaging directly with the market to further scope potential solutions. SCC wishes to consult organisations with relevant delivery experience to secure the views of market participants. This will assist SCC to identify preferred option(s) and in planning the future procurement procedures. The current timeline would see procurement start in autumn 2019. SCC may host a Market Discovery workshop in late July 2019. Organisations wishing to participate should submit an expression of interest via the SE Shared Services e-Sourcing Portal. The Council currently has contracts that include a broad range of highway activities including but not limited to the following: — revenue (cyclical, planned and reactive) maintenance and capital investment (linked to asset strategy) maintenance activities, — major infrastructure scheme’s construction, — professional services, — countryside works. The above activities include pre-patching, micro surfacing, surface treatments, surface dressing, carriageway resurfacing, footway slurry, footway resurfacing, drainage, safety barriers, structures, minor civil engineering (up to 100 000 GBP), major civil engineering (100 000 GBP to 1 000 000 GBP), major civil engineering (1 000 000 GBP +), traffic signals, street lighting, countryside/rights of way, immediate response (A&E), safety defects, winter service (labour and plant), salt (material supply), minor planned (non-drainage), minor planned (drainage), flood prevention, illuminated signs and bollards, non-illuminated signs and bollards line marking, environmental (vegetation maintenance, ditch clearance, etc), arboriculture, traffic signals, vehicle crossovers, accident investigation and prevention and route safety schemes, economic evaluators, market data surveys, movement data surveys/slot cutting, road safety audits and road space audits and parking related client support, support for parking strategy and design, telematics and RTPI, traffic management consultancy, traffic surveys, transport modelling and appraisal, transport studies/transport policy, transport and travel planning and development services, contaminated land related advice and survey, ecology and environmental assessments/advice/survey, hydrogeology and hydrology, waste management and waste policy, waste sampling and testing for disposal to landfill, highways condition surveys — (skid resistance, scannex, coarse visual inspection, footway network surveys), asbestos surveys, bio-surveys, geotechnical surveys, ground investigations, ground infiltration testing, ground radar surveys, land surveys, landscape architectural surveys, topographic surveys, asset management strategy and planning, business management plan/engagement/business strategy and vision, client CDM advice/health and safety CDM, cost planning specialists, economic assessment and appraisal, land agent services, legal/contract advice, management consultancy, public consultation and public engagement services, support for public engagement and consultation, quality assurance, quantity surveyors, highway structures and geotechnical services, asset inspection and assessment, technical approval of highway structures, technical assessment and highways design. The current contract arrangements would be described as a mixed economy in the form of a number of different contracts. The Council wishes to consult with organisations with relevant experience of the delivery of similar services. The purpose of the consultation is to seek the early views of market participants on potential service delivery models available to the Council. The consultation will assist the Council to identify preferred option(s) and help the Council in the planning and conduct of future procurement procedures. It is likely that there will be several distinct procurements which may include any or all of the activities mentioned above.
