Tender description
Rochford District Council (‘the Council’) wishes to procure a development partner to deliver its asset delivery programme through the development of the following key strategic sites (‘the Project’): — 3-15 South St., Rochford — the Council’s current main office accommodation, — 19 South St., Rochford — additional Council office accommodation, — 57 South St., Rochford — a derelict site, — The Freight House, Rochford — a conference and events venue, — The Mill Arts and Events Centre, Rayleigh — an arts and events venue, — The Civic Suite, Rayleigh — additional Council office accommodation and Member Chamber (together, 'the Sites'). To access the procurement documents, applicants must email Kirk Hardy (kirk.hardy@gleeds.co.uk) to request a log in to the Gleedspace portal at https://etender.gleedsspace.com/RochfordPQQ The Council is seeking to make better use of its assets to achieve regeneration and economic growth and is seeking to regenerate the district by improving facilities in the local area for residents and businesses alike. The Council has undertaken a review of its property portfolio estate requirements to determine that five of the 6 Sites in Rochford and Rayleigh can be regenerated in order to retain and develop a modern and fit for purpose civic suite with associated offices and community facilities at Freight House. A community facility and a Council touchdown point will also be retained at The Mill Arts and Events Centre site. To deliver these proposals the Council is procuring a development partner using the competitive dialogue procedure. This procedure has been chosen in order to allow potential developers the opportunity to shape optimum solutions with the Council for the benefit of both the Council and the developer. The successful development partner will be awarded a contract for the development of the Sites on the basis of award criteria split 40 % (price): 60 % (quality). A summary of the award criteria that the Council intends to use to assess final tenders is set out in Appendix 5 of the draft invitation to participate in dialogue. The full award criteria will be made available to applicants who are invited to participate in dialogue following conclusion of the SQ stage. Applicants should note that the Council proposes to use the capital receipts generated from the development to cross fund the capital investment required to develop the new Council facilities at the Freight House Site. The Council may provide a loan or a capital contribution to the successful developer in order to cash flow or fund the project, however the Council is seeking tenders that mitigate the cash flow and amount of capital required. Higher scores will be available in the financial evaluation for tenders that achieve this. The Council expressly reserves the right: — not to award any contract as a result of the procurement process commenced by publication of this notice, — to make whatever changes it sees fit to the content and structure of the procurement process, — to award contract(s) in respect of any part(s) of the requirements covered by this notice, and — to award contract(s) in stages. In no circumstances will the Council be liable for any costs, fees or expenses incurred by any party in relation to the procurement process.
