Summary of the work Consultancy required to support Highways England and its primary supplier in the implementation and integration of its strategy and technology architecture to deliver the requirements specifications namely: ITIL-based Service Management Platform; Configuration management for Operational Technology; Roadside device monitoring; Non-real-time analytics; Planned engineering works management. Expected Contract Length 2 Years Latest start date Wednesday 12 June 2019 Budget Range Annual budget £300k Why the Work is Being Done The Tools for the Technology Operations Centre (T-TOC) project will provide the tools and capability required to support implementation of the Technology Operations Centre (TOC), with the aim of improving availability and reducing cost in addition to other strategic and service management safety benefits. It will also support the Asset Management Strategy, as specified in the ISO 55000 standard, through the provision of a centralised asset inventory. ServiceNow will be used to deliver the T-TOC capability. T-TOC will also satisfy a need to replace a number of bespoke and costly to maintain legacy systems. Problem to Be Solved Highways England needs to collect, store, process, distribute and analyse various types of data relating to the operational technology assets deployed across the Strategic Road Network. Eg Asset data; fault and problem data; performance data; planned works data. This data is currently stored in a number of legacy systems these can be remotely accessed by Highways England stakeholders who deliver various maintenance, renewals and other support activities. Highways England teams also make use of the data from these systems to analyse the performance of the assets and our contractors and to identify ways to improve the performance of the technology. Who Are the Users As a roadside engineer I need to know technical and geographical details of our roadside technology devices so that I can attend at the roadside with the appropriate equipment to provide maintenance/fix faults As a traffic technology engineer I need to know roadside technology performance details so that I can provide management reports to enable correct decisions to be made on technology replacement or maintenance programmes As a Highways England manager I need to know how RTMC and similar contracts are performing to ensure that Highways England get value for money from their contracts Work Already Done A contract was let to deliver the above tools in October 2017. The chosen COTS product which is being used to deliver the Service Management function for our roadside technology is ServiceNow. To date the Proof of Concept has been delivered and the Minimum Viable Product (MVP) to support the first regional role out of CHARM will go live in June 2019. Existing Team The successful supplier will be working closely with our prime T-TOC supplier, assuring their work and with any subcontractor. Also with the suppliers delivering interfacing projects such as CHARM, NRTS, IAMIS, AIMS. The supplier will work closely with the T-TOC project manager and wider project team and attend regular project boards The supplier will work closely with Product Owners providing advice and BA skills where necessary Current Phase Discovery Skills & Experience • Knowledge and understanding of Roadside Technology and Supporting systems • Knowledge and understanding of the Highways England Operational Technology Strategy • Knowledge and understanding of ITIL processes • Knowledge and Understanding of available Service Management COTS products particularly ServiceNow • Technically competent and understanding of Enterprise Service Bus (ESB) technology • Ability to and experience of gathering, understanding and specifying technical requirements and interfaces • Understanding of the Integration of systems (eg those supporting stores and logistics) using an Enterprise Service Bus (ESB) and how the technical solution would be applied • Excellent communication skills and the ability to explain Highways England technology strategy to key stakeholders • Experience of business requirements gathering and specification of processes and reporting requirements • Provision of technical assurance of the tasks carried out by the prime contractor ensuring that the solutions are aligned with HE technical strategy • Understanding of the fit of capabilities being specified as part of this task with the wider Operational Technology Architecture Work Location The consultant/consultants can work remotely but must be prepared to travel on a regular basis to any of Highways England's offices or Regional Control Centres or Outstations. Working Arrangments The consultant will be expected to join a weekly progress call on Monday mornings and provide weekly updates on progress and planned activities for the following week. The constultant will also be expected to attend monthly Project Boards and engage regularly with key stakeholders. Also to attend discovery workshops with product owners, key stakeholders and the prime supplier to ascertain business requirements.
