The Application services and devops team, part of the UK Ministry Defence (‘the Authority’), has a requirement to purchase a perpetual license to the source code of the Egton Medical Information Systems Ltd (EMIS) legacy platform DPCS so that the Authority can maintain and update the system. It is necessary to seek procurement of the EMIS DPCS system direct with the supplier (‘the Contract’) as EMIS is the software house and sole vendor of the DPCS source code and object code. The DMICP system provides MOD a vital capability in maintaining the health and well-being of its service personnel. The Authority has set out the grounds for its proposed contract award, being reasons connected with the protection of exclusive rights including for intellectual property rights, within this Voluntary Transparency Notice (VTN).
