ABUHB will be holding a pre-market engagement session in relation to a potential procurement exercise for the provision of structured clinical management for people with complex personality disorders. The purpose of the event is to inform potentially interested providers of the proposed service and to also engage with these providers in seeking initial meaningful input into the proposed service. As such the health board is keen to seek Attendance at the event from providers who are experienced and capable of delivering such a service. Outline agenda as follows: 9:15 – Arrive teas and coffee, etc. 9:45 – Presentation from Health Board lead including background, overview of the requirement (i.e. outline of services required, likely timescales) and next steps. 10:15 – Open Q and A session 10:45 – 11:15 – Opportunity for networking 11:30 – 16:00 – one to one sessions Aneurin Bevan University Health Board will be holding a pre-market engagement session in relation to a potential procurement exercise for the provision of a new local community based bespoke repatriation service for patients returning from low secure and locked rehabilitation facilities. The project aim is to repatriate people with complex psychological needs from low secure mental health services into their own accommodation in the community with intensive support. It is envisaged that a provider in conjunction with local statutory services would support individuals stepped down from out of area and/or secure placements into their own tenancies supported by high intensity community support. In addition they would co-ordinate the acquisition of self-contained tenancies (providing a real home for people) in individual properties through local councils and housing associations for a small group of individual clients at any one time. It will then provide a bespoke package of care for each individual which could involve up to 16 hours a day input initially, with a stepping down of intervention as the person settles back into the community. The bespoke input and care will be social, vocational, psychological and clinically focused to give equal importance to all key aspects of the person’s whole life functioning and well-being. The project will have the ability to rapidly flex up and down support needs for each client and as a number of people’s needs are sustained at lower input levels further clients will be supported within the same resource thus increasing the resource benefits. The caseload of the team will be determined by the specialist mental health provision for this client group (currently referred to as the structured clinical management team) who will share formulations, discuss interventions and jointly plan the care of service users accessing this service. It is anticipated that the clients will have ongoing significant but fluctuating needs of social input and mental health services. Essential to the success of the project will be close and coordinated working in partnership, enabling the involvement of specialist mental health services and other services as necessary in a timely and relevant fashion. The bespoke community repatriation model is based on flexible delivery, with each support package individually designed to meet the needs and ambitions of the person receiving support. It is anticipated that mental health services will offer supervision and support to the 3rd sector provider in order to ensure collaborative and cohesive relationships. Central elements of the service will involve: — working in collaboration with service users in the design of their support, — helping people through their transition from a secure/hospital/out-of-county/step-down service back into the community, —supporting individuals to live closer to their own communities and networks of support, — the delivery of specialist interventions working collaboratively with local mental health professionals to ensure an integrated service, — maintaining dynamic risk assessment and management techniques, — providing intensive individualised support and the provision of on-call emotional support and advice where necessary, — working to an outcomes focussed recovery model, — providing the flexibility to increase/decrease support in response to need, reducing the need for move-on to a lower level of supported accommodation, decreasing support hours and promoting independent living as much as possible, — enabling mental health service care coordinators to more effectively monitor the progress of individuals, — the provision of bespoke placements in response to need.
