Tender description

The purpose of this tender is to engage external contractors to provide assistance to the Environmental Licensing Programme in the elements of its work. The 6 lots that make up this framework are categorised as follows: — Air, — Water, — Environmental Impact Assessment, — By-products, End-of-waste and Circular Economy, — Emissions Trading System, and — Specialist Licensing Support. This framework will also be used by other offices in the EPA where support is needed in the topics described in the above lots. The EPA are seeking external assistance in carrying Out the following activities: (a) the completion of Authorisation and enforcement tasks, (b) impacts Assessments on air and climate, (c) advice on and Development of mitigation measures to prevent Environmental pollution or adverse climate impacts, (d) the assessment of compliance by applicants, Licensees, other third parties and EPA outputs with EU and national legislation. The EPA are seeking external assistance in carrying Out the following activities: (a) the completion of Authorisation and enforcement tasks, (b) impact Assessments on surface water and groundwater, (c) The assessment of compliance by applicants, Licensees, other third parties and EPA outputs with EU and national legislation, (d) the assessment of Compliance by applicants, licensees, other third Parties and EPA outputs with current relevant Guidance, and (e) report writing. The EPA are seeking external assistance in: (a) Specific packages of Environmental Impact Assessment work to support licence application Assessments and decisions; (b) Assistance in the Development of guidance, (c) Provision of advice on Specific EIA questions, (d) Assistance in the Evaluation of EIARs and completion of EIAs, (e) Assessment of compliance with relevant legislation And (f) assistance in the updated of EIA procedures, Templates and guidance. The EPA are seeking external assistance in the Following areas: 1. By-products: Article 5 of the Waste Framework Directive 2008/98/EC, 2. End-of- Waste: Article 6 of the Waste Framework Directive 2008/98/EC, 3.The EPA may also seek assistance in: (a) assessments of compliance with the Requirements of relevant legislation, (b). Development of codes of practice and guidance Documents. 4. Assistance in the implementation of Circular Economy Action Plan. The EPA are seeking external assistance in: 1. Inspections/audits, technical and administrative Tasks related to benchmarking, development and Delivery of training, evaluation of reports, helpdesk Operation, preparing and updating webpages, trend Analysis, assessment of applications, development Of guidance, operational and administrative tasks Related to software upgrades. 2. Preparation of Annual reports, and 3. Assistance with the Implementation of the CORSIA. The EPA is the competent authority for making Decisions on the authorisation applications. The EPA Are seeking external assistance in: (a) General tasks Relating to licence application assessment, (b). IED Derogations, (c) BAT, and (d) assessment of Potentially unauthorised activities.
