Tender description
The Emirates Air Line (EAL) cable car is operated by Transport for London (TfL) and provides transportation across the River Thames between Greenwich Peninsula and the Royal Victoria Docks. It was opened in June 2012 and consists of 34 cabins, which are fitted with a Passenger Communication System (PCS). The current PCS has been in place for 6 years and is nearing the end of its useful life. As part of a wider asset renewal programme, TfL has launched a project for a new in-cabin communications system on the EAL. As part of this project, TfL wishes to engage with the market to assess the current market capabilities and appetite for the different potential elements of the PCS. The purpose of this Prior Information Notice (PIN) is to notify the market of TfL’s intention to carry out early market engagement and to provide details of how the early market engagement process is to be conducted. The overall aim of the Emirates Air Line (EAL) Passenger Communication System (PCS) project is to implement changes required for the safe operation of the service whilst also enhancing the overall customer experience by improving the in-cabin entertainment offering. The PCS currently includes: — 2 way audio communications between passengers and staff in the control rooms, — in-cabin CCTV monitored remotely in the EAL control room, — in-cabin light and fan operation (monitored and controlled from the EAL control room), — in-cabin customer infotainment (currently fixed video playback) Control Room monitoring and control software. As part of the early market engagement process, TfL is looking to hold a Market Briefing Event at an appropriate location in London to provide further details about the project and invite all interested parties to discuss potential solutions. The currently proposed date for the Market Briefing Event is Friday 5.7.2019, however this will be confirmed with interested parties closer to the date. Interested parties are asked to express their interest to Jud Broscombe-Walker (judbroscombewalker@tfl.gov.uk) by no later than 12:00 p.m. Thursday 20th June, to be considered for attendance at the event. Expressions of interest should include the party’s full company name, company registration number and key contact details. Please note that attendance at the event will be limited to 2 attendees per party. Parties that express an interest will be provided with the Emirates Air Line Passenger Communication System Market Brochure, which contains further details on the project. Interested parties will also receive a Market Sounding Questionnaire (MSQ), which TfL would greatly appreciate your response to. Responses to the MSQ should be provided to Jud Broscombe-Walker (judbroscombewalker@tfl.gov.uk) by no later than 5:00 p.m. Friday 19th July. This will be discussed further at the Market Briefing Event. Unfortunately, notification of expression of interest and subsequent receipt of the market engagement material will not guarantee attendance to the Market Briefing Event due to venue capacity constraints. TfL will manage invitation and event registration process and will confirm attendance (or otherwise) by 12:00 p.m. Friday 28.6.2019. Please note that in the event that attendance is not possible, TfL will still gratefully accept responses to the MSQ and commits to keep all interested parties updated on future developments with regards to the Emirates Air Line Passenger Communication System project.
