This is a light touch regime procurement which falls under Schedule 3 of the PCR 2015 Regulations Provision of training services for police, fire and specialist training The Framework is a collaborative framework between the police and fire service for the delivery of apprenticeship, degree and training programmes. we are looking for colleges and heis and other training providers to be on the framework. Lot 1: Police Constable Degree Apprenticeships; Lot 2: Degree Holder Entry Programme; Lot 3: Fire Fighter Development Program; Lot 4: Management Apprenticeships; Lot 5: Custom/Bespoke. Bidders that have been awarded either Lots 1, 2, 3 or 4 if they have the ability will also be awarded Lot 5 if they have the ability to provide (not scored). ‘Documents for this procurement will be made available from the 7.6.2019’. ‘This is a light touch regime procurement which falls under Schedule 3 of the PCR 2015 Regulations’ Provision of training services for police, fire and general. The Framework is a collaborative framework between the police and fire service for the delivery of apprenticeship, degree and training programmes. We are looking for colleges and HEIs and other training providers to be on the Framework. The East Midland forces have been early national adopters of the PCDA with programme in 2018 and 2019. This commercial process will be to identify the longer-term provider(s) for the PCDA and DHEP as the forces move fully into the Police Education Qualification Framework (PEQF). A single provider is being sought in each force for new intakes of both the PCDA and DHEP from June 2020. This process is being organised regionally but each force will have a different recruitment profile and some varying delivery requirement, notably linked to their policing operating model. Any contract would be with each individual force and therefore providers will be asked in the process to indicate if they wish to be considered for an individual force or a combination of the forces involved. — year 1: 75/25 split in favour of force, — year 2: 50/50, — year 3: 30/70 split in favour of HE provider. — (* IPS and FoC workplace tutors/assessors provided by Force). Year 1: 19-24 block period 10-14* week tutored phase (IPS) Primary delivery on Force premises alongside HE/University experience Year 2 and 3. Year 1: Pre-start learning option consideration 17-20 week block period 10-14* week tutored phase (IPS). Year 2: Flexible delivery — blocks or digital learning. ‘This is a light touch regime procurement which falls under Schedule 3 of the PCR 2015 Regulations’: — aligned to Operational FF L3 Apprenticeship standards, — work in progress — understanding what and how, — partnership model for initial training and generic apprenticeship requirements, — potential one cohort per year, whole time, — may seek support around on-call initial training, — one file electronic portfolio. ‘This is a light touch regime procurement which falls under Schedule 3 of the PCR 2015 Regulations’: — Cohort L3 team leading apprenticeship, — Cohort L5 operational management apprenticeship, — Ongoing L3 and L5 apprenticeships, — Level 6 chartered manager degree apprenticeship, — Level 7 strategic/senior leader apprenticeship. ‘This is a light touch regime procurement which falls under Schedule 3 of the PCR 2015 Regulations’: The providers on this framework shall need to be accredited to the industry standards and skills to deliver specialist training courses to emergency services which shall include, but are not limited to, the following: — fire prevention, protection, investigation and risk assessment training, — general fire safety, — hazmat training, — incident command, — urban search and rescue (civil resilience), — technical rope rescue, — technical water rescue and flood response, — RTC training and vehicle extrication, — health and safety, — general policing and emergency services.
