Tender description

Stevenage Borough Council is seeking suitable suppliers for the provision of a housing repairs and voids supply chain covering a diverse range of trades (mainly to support the Council’s in-house repairs team). This will be primarily to: — support the Council’s direct delivery teams during busier periods including out of hours works as required, — deliver larger repair and void works where the Council does not have sufficient capacity or outsourcing of the work provides better value for money, — provide greater flexibility to meet customer demand for responsive repairs (on a 24/7 basis) and refurbish empty properties as quickly as possible. The supply chain is being procured in 13 separate lots, aligned to different work stream specialisms with one contractor appointed to provide works on each lot. In total, we anticipate up to 1 300 000 GBP of work being generated each year across all lots, over a maximum 4-year contract period (3 + 1 years). To provide the full range of minor maintenance and fair wear and tear repairs to internal areas of occupied domestic properties and shared access and egress areas of communal properties. To further include maintenance and general day-to-day repairs to external areas around communal properties, maintenance to external fixtures such as gates and fencing of domestic properties and external drainage systems and structures. To provide the full range of internal refurbishment and associated repairs previously identified as being required in order to return temporarily empty properties (otherwise known as ‘Voids’) to a suitable letting standard. To further undertake refurbishment and repairs previously identified as being required to external fixtures such as gates and fencing. To further include previously identified tasks required to ensure properties that are subject to the ‘mutual exchange’ process meet all legal standards and regulations. To undertake the full range of repairs and renewals to all types of fencing structures, including the erection of new fencing to previously open areas where required. To further include works to the full range of associated timber structures such as gates and the like, including repairs and renewals to ironmongery. This service will be provided to both domestic properties and shared access and egress areas of communal properties. To undertake the full range of repairs and renewals to all types of external paths and paving. To further repair, renew and where instructed create or install, concrete external structures such as steps, stairs and bollards. To further repair and renew kerbs, channels and edgings as necessary. This service will be provided to both domestic properties and shared access and egress areas of communal properties. NB Underground drainage works are covered in Lot 7. To undertake the full range of glazing repairs and renewals to single, double and Georgian wired glazing in domestic properties, and the windows and doors of communal properties. To further include the full replacement of windows as directed. Works will include windows at height as necessary. To provide a full scaffolding erection, maintenance and strike service for residential and communal properties of all descriptions. To undertake the full range of repairs and renewals to all types of external underground water drainage structures and systems, including restitution of all earthworks and the surrounding landscape. To further include works to repair, maintain, and where required install drainage structures such as soakaways. This service will be provided to both domestic properties and communal areas. To undertake the full range of repairs and renewals to all types of flat and pitched roofing structures, including temporary emergency repairs as deemed necessary. To further undertake a full repair and renewal service to chimneys of all types of construction. This service will be provided to roofs of residential and communal properties plus garages. To undertake the full range of redecoration services to internal and external elevations to domestic properties and shared access and egress areas of communal properties, including associated works to prevent the spread of damp. To further undertake painting to external structures of all constructions and types, such as gates, railings and balustrades. To undertake the full range of repairs to the power and lighting supply to domestic properties, including renewal of sockets, switches, fittings and related items where required, to both the internal and external elevations of the property. To further undertake the full range of inspections repairs and renewals to the power and lighting systems of communal areas. To further undertake a full property inspection, testing and certification service for electrical circuitry and appliances to domestic properties as necessary To undertake a specialist service to repair and renew defective locks and locking systems to doors, windows and cupboards of domestic properties and shared access and egress areas to communal properties. To further provide a specialist service to effect emergency entry as directed. To further provide a forced entry and planned lock change service as directed in circumstances such as an eviction. To undertake the full range of flooring repairs and renewals as required. To further undertake the full range of concrete and altro flooring repairs and renewals as required. To undertake a specialist property cleaning service to all fixtures and fittings, including carpets, as specified. To further undertake full and partial internal clearance, including to roofspace and basement areas, as directed. To further undertake external clearance, including to structures such as sheds and garages and also to gardens, as directed.
