Tender description

The BBC is conducting a competitive procurement to appoint providers to a framework for the provision of learning design services for mandatory/non-mandatory training for the BBC Academy. The contract term will be an initial term of 2 years with the further possible further extension of up to 24 months in 12 month periods. This lot covers the creative and productive processes that will be needed by suppliers to deliver content across all of the academy training areas. Suppliers bidding for this lot should be able to demonstrate experience across the following areas: (a) short form video production (filming and editing); (b) animation; (c) digital design; (d) picture editing and art direction. In addition to the core requirements above, the BBC may also require the provision of other ad hoc services including casting actors/artists: creative writing/copywriting (as opposed to scripting for video); and scripting and storyboarding. This lot covers the learning design principles that will be needed by suppliers to deliver user-centred learning content across all of the Academy training areas. Suppliers bidding for this lot should be able to demonstrate experience across the following areas: (a) user research; (b) scoping, prototyping and testing a learning design solution; (c) Transforming ‘raw content’ into a learning solution; (d) delivering learning solutions for a wide range of industries and job roles. In addition to the core requirements above, the BBC may also require the provision of other ad-hoc services. These might be to analyse an existing course (online or classroom) and propose a blended solution; take a proposal and deliver a user path (journey, experience, or learning pathway) for a particular subject area (e.g. health and safety training); or to measure the effectiveness of the BBC’s training. This lot covers the practical skills that will be needed by suppliers to deliver user-centred learning products across all of the Academy training areas. Suppliers bidding for this lot should be able to demonstrate experience the following areas: (a) specialists in e-learning course development using the BBC Academy's preferred content authoring tools (gomo and/or Articulate Storyline); (b) creating alternative creative solutions which are SCORM or xAPI compliant; (c) expertise in interactive screen recording technologies. In addition to the core requirements above, the BBC may also require the provision of other ad hoc services including development skills (for bespoke solutions like simulations, games, apps and widgets); User experience skills (visual design); and project management.
