Tender description
ICS3 will deploy young volunteers from the UK and overseas on high-quality, safe volunteering placements that enable them to participate on the frontline of development. Participants will build their own confidence and employability prospects, whilst contributing to tackling the root causes of extreme poverty in some of the world’s poorest communities. A cross-country project portfolio will focus on areas where young people bring unique strengths to the development sector. This includes 3 thematic areas — tackling stigma and discrimination against marginalised groups; helping young people access basic health and education services; and improving livelihoods for those living in extreme poverty. We want to equip young people from the UK and overseas with the confidence and skills to be active and engaged citizens, whilst setting them up to thrive in a competitive and changing employment market. The UK's Department for International Development is seeking lead supplier/consortium to implement phase 3 of the International Citizen Service programme (ICS3). ICS2 currently supports projects in 8 countries (Tanzania, Uganda, Bangladesh, Cambodia, Nepal, Zambia, Kenya and Nigeria) at a cost of around 18 000 000 GBP per year. The current ICS2 programme is scheduled to complete in early 2021. By the end of the contract, phase 2 will have supported over 26 000 volunteers to leave a lasting positive impact in some of the world’s poorest communities whilst building their own skills, confidence and job prospects. It is anticipated that ICS3 will support up to 3 000 volunteers per year on 10–12 week volunteering placements in developing countries. Placements will be open to 18 to 25-year-olds from the UK and overseas (on a 1:1 ratio). Volunteers will stay as guests in host homes and work side-by-side in their host communities. All placements will be in ODA-eligible countries identified as low or medium in the UN Human Development Index. UK participants will be representative of the UK population, with diversity monitored according to participant ethnicity, geography, disability, gender and socioeconomic background. DFID aims to award the new ICS3 contract between Autumn 2020 and Spring 2021 to ensure a robust handover with the incumbent supplier and mitigate the risk of any gap in project delivery. It is currently anticipated that we will contract through a competitive tender for a single lead supplier/consortium to deliver the ICS3 requirement via the EU OJEU process. Notwithstanding section II 1.6) above — this is likely to be structured as a lotted procurement with specific detail on: number of lots and permutations for participating, still to be considered/developed. DFID encourages interest and participation from suppliers with the appropriate capability and capacity to fully deliver a requirement of this nature.
