Why the Work is Being Done GM’s ambition is for all children to be school ready when they start Year1, across GM an Early Years Delivery Model has been established. This is a consistent approach by professionals at stages within the child’s life from 0–5yrs. The Early Years Delivery Model is a consistent GM model, the methods used to capture information are different across the range of professionals. Early Years and School Readiness digitisation is a particularly good opportunity because it is highly fragmented, historically paper based, involves a significant number of people, offers downstream benefits in areas like anti-social behaviour, one of GM’s highest priorities. Problem to Be Solved Whilst some localities use local systems to capture data on children, there are barriers to sharing this information in a digital format. The situation is complicated further when considering the 10 localities at different stages of technical maturity across Greater Manchester As a consequence, staff working with children in Greater Manchester have considerable difficulties in accessing information on children -creating a variety of difficulties across all the stakeholders involved. Current referrals processes, such as to speech and language, are therefore typically also slow and can be frustrating for staff and families. Parents also have no ability to access information electronically. Who Are the Users Within the scope of the proposed Smart Resident Platform work there is a particular opportunity to digitise health visiting because all 21 Ages & Stages Questionnaires forms and scoring sheets (plus additional social and emotional forms) completed by health visitors in Greater Manchester are paper-based due to Dept. of Health and Social Care licensing arrangements. These forms are used extensively, annually across the approximately 200,000 children in Greater Manchester aged 0-5. Early Market Engagement The vision for the Smart Resident Platform for the Authorities is to easily share information within and with other organisations across Greater Manchester, in a safe, appropriate and secure manner professionals across Local Authorities, NHS Trusts, Police and with other agencies delivering services to Greater Manchester citizens. The solution that delivers this vision can support staff across organisations in delivering initiatives such as a Citizen Portal or App that allows the different services available to citizens to have a joined up view of the citizen. A set of agreed data sets, with the ability to share them using industry based standards, will allow organisations to provide better care and services to citizens of Greater Manchester. This procurement is part of a wider set of procurements which will deliver the vision of a Smart Resident platform across the region. GMCA have already assessed the market through G-Cloud for a Low Code platform and intend to utilise Mendix to deliver the vision of a reusable and replicable solution for apps and portals. Other elements of the architecture being procured separately are: - Enterprise Master Patient Index Record Locator Services Integration Engine API Management Federated Identity Access Management Cloud and Infrastructure Partner Work Already Done The functional and technical requirements for the Early Years solution have been developed in conjunction with Early Year’s professionals and invitations to be early adopters of this approach have been shared with all localities with 3 areas selected based on a range of factors including commitment and resource availability from Bury, Salford and Tameside. These areas will be the focus on work in Year1 with the remaining areas in Year2. Detailed process maps, existing digital forms, minimum viable product and data set requirements have all been developed. An outline agile plan for achieving MVP with stakeholders has also been drafted Existing Team The successful organisation will work alongside the GMCA Digital Team and GM LHCRE NHS Delivery team. The GMCA Digital team leads on the Early Years digital transformation project on behalf of Greater Manchester. The team has an Enterprise Architect with overall technical responsibility, programme director, programme manager and project manager responsible for delivery and access to business analysts. There is also a small development team who will shadow the successful supplier for skills transfers. There will be a requirement to work with stakeholders on the business side to ensure that the solution meets their specification. Current Phase Not applicable Work Location The majority of the work will happen in Manchester City Centre at several offices across the City. There will also be a requirement to travel to some of the localities within the Greater Manchester Region Working Arrangments The suppliers team should expect to work remotely and on site as and when required for workshops, progress meetings and presentations, this will be limited to a maximum of twice per week. We do not expect to incur additional travel expenses in addition to the proposal. Understanding of Architectural approaches such as Service Oriented Architecture and approaches espoused in the Government Digital Service Manual. HL7, HL7v3 or HL7 FHIR message exposure Exposure to a wide range of Off The Shelf medical IS applications across healthcare areas.
