Tender description
Bristol City Council (BCC) wishes to create a Dynamic Purchasing System (DPS) to support the delivery of the Council’s range of catering provisions, to include the sourcing of catering commodities and fresh produce. It is BCC’s intention to establish a ‘pseudo’ DPS comprising a range of different providers, supporting the delivery of the Council’s catering provisions for example, but not limited to Bristol Schools, care homes and parks. Lots 1-5 will be ‘single provider’ lots, meaning following a competitive evaluation process only one provider will be appointed to supply the provisions specified under that lot. Lot 6 will be truly dynamic, where the buyer will be able to purchase from a range of suppliers for the provision and supply of fresh and/or seasonal produce, specialist, unplanned, prompt/immediate, low value, low quantity and/or allowing for end user or customer (buyer) choice. This Lot is for the sourcing (to include the appropriate due diligence, supply chain structuring, monitoring and management), packaging and delivery of Fresh Meat & Poultry. Lot 1 Estimated Value = £48k p.a. This Lot is for the sourcing (to include the appropriate due diligence, supply chain structuring, monitoring and management), packaging and delivery of Fresh Fruit & Vegetables. Lot 2 Estimated Value = £60k p.a. This Lot is for the sourcing (to include the appropriate due diligence, supply chain structuring, monitoring and management), packaging and delivery of General Groceries. Lot 3 Estimated Value = £288k p.a. This Lot is for the sourcing (to include the appropriate due diligence, supply chain structuring, monitoring and management), packaging and delivery of Frozen Catering. Lot 4 Estimated Value = £101k p.a. This Lot is for the sourcing (to include the appropriate due diligence, supply chain structuring, monitoring and management), packaging and delivery of Milk. Lot 5 Estimated Value = £70k p.a. Lot 6 will be truly dynamic, where the buyer will be able to purchase from a range of suppliers for the provision and supply of fresh and/or seasonal produce, specialist, unplanned, prompt/immediate, low value, low quantity and/or allowing for end user or customer (buyer) choice. Suppliers will be admitted to Lot 6 on a self-certified pass/fail basis. Price will be negotiated at the point of call-off. Due to the nature of the requirements to be fulfilled under this Lot contracts may be either awarded directly to a supplier deemed suitable or by issuing a mini-competition between a minimum of three suppliers admitted to the Lot (where it is identified that there is more than one supplier that may be able to meet the buyer’s needs). Mini-competition may be price only, it need not include quality evaluation if this isn’t necessary. It is intended that the buyer acts as the contract manager for these Lots. Specific arrangements made under these contracts will be set out in the purchase order (the format of these may vary across the different buyers that may use the DPS). It is only when a supplier accepts a purchase order that a contract is established. All providers awarded a contract under this DPS will be responsible to ensure the relevant accreditation and/or safety standards are maintained and adhered to. This is an Open DPS and the estimated overall Lot 6 value is £93k p.a.
