Construction work for electricity power lines

Tender description

The Contracting Entity intends to establish a framework arrangement under which it shall appoint economic operators to enter into separate Framework Agreements for the provision of Cable Jointing Services throughout Northern Ireland. Framework Agreements awarded will be for a period of five (5) years with an option, exercisable entirely at the discretion of the Contracting Entity and subject to the terms of the Framework Agreement, to extend by a further optional period of up to three (3) years, with a total potential duration of eight (8) years. The Contracting Entity estimates that the total spend under the Framework Agreements, based on current requirements, is anticipated to be up to 8 000 000 GBP. The services will include: 1) Cable Jointing Services (33 kV, 11 kV, LV mains and LV service) associated with: (a) provision of new customer connections; (b) fault and emergency response (including provision of resources on a standby rota), (c) asset installation/replacement/upgrade works; 2) Installation of steelwork and cleating for supporting cables; 3) Working at heights (involving competent utilisation of mobile elevated working platforms, scaffold/platforms and ladders); 4) Working in cable basements, cable culverts or other restricted work spaces; 5) Recording of NIE Networks' Asset Information. It is intended that the Contracting Entity will enter into a Framework Agreement with two (2) economic operators (in the form attached at Appendix M of the tender documents) with call-off contracts allocated on a direct award basis, as set out in the call-off procedure (in Appendix C of the tender documents).
