Tender description
2019 reopening of a pseudo Framework Agreement to provide domestic abuse support services in Gloucestershire. Open to other organisations — see Section VI.3). The framework is divided into 6 specialists themed lots as follows: — Lot 1: Not being reopened, — Lot 2: Provision of Places of Safety, — Lot 3: Addressing Perpetrator Behavior, — Lot 4: Young People, — Lot 5: Early Identification and Workforce Development, — Lot 6: Stalking. The services required under this procurement fall within Schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102) and are therefore not bound by all of its requirements. The Council will follow its own modified version of the framework process described under Regulation 33. This modified process includes the length of the framework and the ability to reopen the tender to ensure coverage of service areas. The Council intends to reopen the framework on an annual basis for Lots 2-6, providers should ensure they read ITT for full details. Services included in this lot: — specialist domestic abuse accommodation, — non-specialist domestic abuse accommodation (with support), — non-specialist domestic abuse accommodation (without support), — leasing scheme, — maintaining safety in the home (sanctuary and target hardening). Services included in this lot: — healthy relationship advice and support for males and females 18+, — support to male perpetrators of domestic abuse age 18+, — support to female partners/ex-partners of male perpetrators receiving support. Services included in this lot: — healthy relationship awareness raising sessions in a variety of settings, — healthy relationship group programmes and domestic abuse prevention programmes in a variety of settings, — Young Person’s Independent Violence Advisor (YPIVA). Services included in this lot: — specialist domestic abuse training to up-skill front-line professionals, — specialist domestic abuse workers co-located and working alongside front-line services, — community awareness raising activity to engage the public and promote a zero-tolerance approach to domestic abuse in the county. Services included in this lot: — specialist support for victims of stalking, — programmes for perpetrators of stalking, — awareness raising of stalking and its associated behaviors amongst professionals and the publi
