Why the Work is Being Done Supplier to deliver a Discovery Phase establishing: - existing and medium-term landscape of public transport smart ticketing schemes within England; - potential system architecture options, recommendations on, how multi-modal, multi-operator, multi-scheme public transport account-based ticketing (based on contactless EMV payments (open and closed loop), transport-specific smart cards or other validation approaches) could be rolled-out nationally across England (or excluding, but interoperable with TfL’s scheme in London) in a coordinated and coherent fashion; - what options there are, with associated pros and cons, for DfT in facilitating the expansion of multi-modal account-based ticketing. No Alpha or Beta project stage required. Problem to Be Solved Explore how the growing number of regional and local smart ticketing schemes can offer the potential for a consistent customer experience through contactless payments (cEMV), in particular including interoperability. Consider options for enabling multi-modal back office payment for travel across England, with their pros and cons, covering: • the technological solution; • the customer proposition; • what the general commercial arrangements would need to be for each option to be viable (including what bodies / organisations would need to be involved). There is an optional requirement should the Department require it relating to the provision of ad hoc technical advice. Who Are the Users Primary users of the Discovery outcomes will be internal DfT users, including sponsorship, rail and bus policy teams, using the evidence to inform consideration of options on the future of multi-modal smart ticketing policy. Early Market Engagement Not applicable Work Already Done Teams within DfT have a good understanding of the existing smart ticketing landscape within England, and ongoing/ proposed pilots being undertaken. This will be the first port of call for the successful supplier, before undertaking desk-based research, and liaising with DfT’s external stakeholders. Existing Team A Project Board will be established to oversee this work which will be made up of teams across the Department with an interest in smart ticketing, with the key contact point being from the smart ticketing sponsorship team. The specialisms on the Project Board will range from policy to governance, technology and programme delivery. Current Phase Not started Work Location The majority of the work will be conducted at the supplier’s own site (or other chosen location) though conducting of user research is likely to require travel around the UK to interview respondents at their premises or chosen location and meetings with DfT in their office in London as needed to complete the discovery activities, and fortnightly updates to the project board: Department for Transport Great Minster House 33 Horseferry Road London SW1P 4DR T&S will be paid in line with DfT rates and terms. Working Arrangments We are open to discussions around the best format for delivering the work. We would expect the successful supplier to be available during DfT working hours (Mon-Fri, 9-5), and for any knowledge transfer activities. The supplier will need to either travel around England, or engage via video/teleconferencing to meet with key external stakeholders to get an understanding of the existing and medium-term smart ticketing landscape, as well as fortnightly meetings with the DfT Project Board, either in person or via tele-conference. T&S will be paid in line with DfT rates and terms. Security Clearance Baseline Personnel Security Standard that should be active from when the contract commences.
