Tender description

The Council is seeking to appoint a suitable contractor to provide a comprehensive service for the supply, installation, maintenance, repair, removal, storage and reinstallation of ceiling track, wall mounted and gantry hoists for disabled people including both children and adults in domestic premises with effect from 1.10.2019. 1) South Gloucestershire Council is a Unitary Authority in the South West of England serving a population of over 260 000. The Council currently commissions a variety of services for adults and children; 2) The Council is required to arrange services under the care act to provide people with care and support within their homes. The proposed contract is for the supply, installation, maintenance, repair, removal, storage and reinstallation of ceiling track, wall mounted and gantry hoists for disabled people in domestic premises. This is an essential service to enable people to be lifted and transferred safely by their carers and support workers; 3) The current arrangement is now due for recommissioning and the Council is therefore seeking to identify a suitable contractor to deliver this function on its behalf from 1.10.2019. The proposed new contract term will be 5 years initial contract term plus 3 years available extension, making a total available contract term of 8 years; 4) The Council’s Hoists Service for adults involves approximately 360 hoists in service users’ homes in its area, together with a stock of new or recycled hoists of approximately 15 items. The Council will expect to install approximately 60 to 80 new or recycled hoists, on average each year, plus 8 to 10 replacements for existing equipment. Service users include both children and adults. The children's hoists services element is additional to the adults service and is approximately 25 % of the size of the adults service. Prospective contractors will be expected to have the capacity to be able to meet the demands of the current service as well as being able to increase the level of service provision in the future in order to meet increased levels of demand. Every home and every person is different and prospective contractors must be able to provide a service which is both appropriate and sensitive to the needs and wishes of each individual service user and their circumstances.
