Summary of the work Deliver Air with a Performance and Risk Management tool that can operate, interoperate, interrogate and analyse data from a variety of Defence data sources. It should also be able to expand its capability and can adapt to changes to increase the exploitation of data with future requirements. Expected Contract Length 2 Years Latest start date Tuesday 1 January 2019 Budget Range Budgetary limit of £700K (inc. VAT) for Discovery, Alpha, Beta, Live phases and with an enduring managed service support of £400K (inc. VAT) per annum. Why the Work is Being Done Air’s current Performance and Risk Management tool is legacy and soon to be unsupported. Air requires a replacement capability which will deliver an integrated tool which captures, processes and exploits Performance and Risk Management data from a variety of Defence data sources and across different security levels. The solution is required to capture and present performance and risk management information to enable the RAF’s Board to make informed decisions. Problem to Be Solved Air’s current Performance and Risk Management tool requires a significant amount of manual input, does not integrate with other data sources and does not provide live data representation. The current solution, business processes and future user requirements must be analysed and assessed in detail to inform the agile development and enhancement of the future capability.    The delivery of the Performance and Risk Management tool must be agile, affordable and able to exploit developing requirements.  It should have a single user-friendly digital interface and incorporate data analytics, data insights and future predictions to transform the Air’s Performance and Risk Management capability. Who Are the Users RAF Whole Force (Regulars, Reserves, Civil Servants and Contractors) users who have a variety of roles (hierarchy) and experience in reporting against Performance and Risk. There will be an initial user base of 1500 users, which is likely to increase following delivery of this solution. Users, from RAF Station through to Board level, are required to report on Performance and Risk against a multitude of Air objectives, set by Defence policy. Users need to utilise autonomously integrated information from a variety of defence data sources, with a common digital interface, which can inform the RAF Board to make strategic decisions. Early Market Engagement None Work Already Done None Existing Team The Product Owner will come from the existing RAF Performance Management Team based at HQ Air Command, RAF High Wycombe. The team, in conjunction with the RAF Applications Capability Delivery team, will lead engagement with the key stakeholders and users, as well as liaise directly with the relevant Defence authorities for policy and technical guidance, to directly enable and support the supplier. Working within SCRUM/Kanban frameworks within multi-skilled development teams; providing poly skilled individuals capable of contributing to the team beyond development. • Demonstrable experience in solutions that are legally and policy compliant with the collection and management of personal and sensitive information and mitigate common risks listed by OWASP. • Demonstrable experience of building application services which are hosting environment agnostic, adhere to an organisation’s security requirements and are built in line with an organisation’s applications development guideline. • Demonstrable experience of designing a service for users with low digital literacy and with a minimal training requirement. • Excellent communications, agile project management skills, senior stakeholder engagement and delivery to tight timelines. Nice to Haves • Demonstrable experience of working with large organisations and quickly understanding their policies and wider business practices. • Awareness of the Defence JSP 604 and JSP 440 (Defence security requirements) and the Defence Applications Development Guideline. Work Location RAF High Wycombe and other RAF stations as required (during roll-out). Working Arrangments The supplier will work to the direction of the Product Owner to inform the policy and programme plan for the development of the product. The supplier is to deliver a solution which complies with all appropriate Defence delivered network and IT equipment and security and policy requirements. The supplier shall provide the necessary resources to support the development of the product, including specialists in the delivery of digital outcomes, user experience and SCRUM product development, its own equipment (where security requirements permit) and is expected to provide the services on such hours/days as required to meet any deadlines. No. of Suppliers to Evaluate 5 Proposal Criteria • Evidence against the skills, experience and cultural fit. • Provide a plan for the transition of service running and knowledge transfer. • Provision of a roadmap with high level milestones to deliver against each phase (Discovery, Alpha, Beta, Live and Retirement). • Ensure all risks and dependencies are clearly identified in a timely and informed manner and their potential mitigations. • Ensure the RAF retains ownership of all source code, data and database information. • Provide CVs and relevant experience of senior developer/developers who could be part of the service. • Provide two reference able client-focused case studies where your company have provided the desired service capability. • Ability to mobilise the team quickly and approach to service continuity. • Provide an exit plan for the transition to an alternative supplier at the end of the contract. • How the proposal will optimise costs, and generate savings.
