Tender description
The Council is seeking to develop its own general fund sites, to ensure regeneration of sites that previously may have been land banked as well as for financial gain. The Council anticipates that capital values will have to be realised and whilst it is expected that there will have to be some recycling of capital gain to forward fund a cycle of development, capital will have to be put towards the Council’s wider capital programme. This will then assist in meeting the objective of Transforming our Economy and Infrastructure specifically by: — progress strategic housing and mixed development sites to meet housing need and provide employment. Plans for all sites are attached to this notice. Sites known as: — Part of Langland Bay Tennis Courts, — Land adjacent to West Cross Inn, — Land at Skate Ramp, — Sketty Lane Car Park, — Blackpill Lido. The Council consider there may be potential for considerate and sympathetic development which enhances these sites and protects the environment, subject to planning. Ideas and proposals setting out what may be feasible to develop and how a project might be structured are invited. Expressions of interest can be for all or specific individual sites. The Council have identified an initial shortlist of identified surplus sites it wishes to bring forward for considerate development. The Council strategy is not to sell off these sites but to seek a partner(s) in order to maximise site value and participate in securing developers profits from market led residential, commercial and mixed use proposals with a real focus upon maximising financial returns. The Council will wish to preserve the environment and safeguard key ecology whilst enhancing the sites with development schemes. The shortlist of sites are as follows: Home Farm, Singleton Park: — currently a 42 unit scheme potentially including 20 % affordable housing supported by planning pre-application response. Former Gorseinon Business Park, West Street, Gorseinon: — LDP allocation for 20 units, — outline planning application submitted for 36 units, which is currently being considered, — in view of the current status of development proposals for this site, this opportunity may offer a stand-alone project best suited to a construction led partner(s), perhaps with demonstrable market facing private sector housing development and sales experience. Land at Mynydd Newydd Road / Milford Way, Penplas: — potential mixed use development which may include a discount foodstore site sale with a number of ancillary retail pods, — proposals for the balance of the remaining land are fluid subject to any specific occupier requirements that may materialise, — a scheme for private housing for sale may be considered for the balance of land not utilised for commercial purposes. Land at Midland Place, Llansamlet: — LDP allocation for 30 units. Land at Mynydd Garnllwyd Road, Morriston: — LDP allocation for 90 units. The Council have undertaken technical and legal due diligence investigations which will provide the basis for detailed feasibility schemes to be prepared having regard to practical circumstances and technical viability for each site. In addition to these sites, the Council have a significant property and development site land-holding which it is seeking to bring forward in partnership with the private sector, with the focus upon maximising value as well as development profits return.
