Consultancy Support for Electricity Transmission & Distribution Revenue Controls (2021-2025)

Tender description

The Contracting Authority invites Tenders in response to this RFT from Tenderers for the provision of the Services as described in Appendix 1 to this RFT. In summary, the services comprise expert technical, economic consultancy and financial services to assist in the setting of allowed revenues for electricity network companies (Distribution System Operator, Transmission System Operator, and Transmission Asset Owner) for the period 2021 to 2025. The successful tenderer will provide advice on the network companies operational expenditure, capital expenditure and other associated items. The open procedure is being used for this Competition. This Competition is divided into two Lots as described below: Lot 1: Technical and economic advice, and Lot 2: Financial advice The evaluation of the Tenders for each Lot will be undertaken separately. Each Lot will result in a separate Services Contract for which Tenderers can apply. Tenderers can apply for any or all of the Lots. A single Tenderer could be awarded the Services Contract for any or all Lots. The Contracting Authority may exercise its rights under this RFT in respect of any, some or all Lots in any case and may take a different approach with respect to one Lot in comparison to that taken with any other Lots (including, for example, by terminating it in respect of one Lot whilst continuing with other Lots). With reference to Lot 1, the Contracting Authority estimates that the expenditure on the Services to be covered by the proposed Services Contract for the Term (including any potential extension of the Term) is a total of approximately €675,000 (excl. VAT). With reference to Lot 2, the Contracting Authority estimates that the expenditure on the Services to be covered by the proposed Services Contract for the Term (including any potential extension of the Term) is a total of approximately €74,000. Tenderers must understand that this figure is an estimate only based on current and future expected usage.
